Job summary

The Appalachian Regional Commission (ARC) seeks a Program Analyst to manage a grant portfolio of workforce development grants, covering the full lifecycle from pre-award reviews to closeout. The role requires expertise in federal grants management, including 2 CFR Part 200, and the ability to coordinate input from internal staff and divisions.

Qualifications

• Experience with federal grants management processes and TA to recipients.
• Familiarity with 2 CFR Part 200 and Uniform Guidance across grants lifecycle.
• Experience navigating a grants management system and generating reports.
• 3+ years in economic and workforce development and program delivery.
• Experience overseeing strategic projects and providing technical assistance.

Responsibilities

• Manage a federal grant portfolio across full lifecycle including pre- and post-award activities.
• Review applications, monitor progress, issue amendments, and close grants.
• Provide workforce development subject matter expertise in grants review.
• Coordinate reviews with internal staff and external partners.
• Deliver training and technical assistance to applicants and grantees.
