Job summary

The Appalachian Regional Commission (ARC) seeks a Program Analyst to manage a portfolio of workforce development grants across the full lifecycle, including pre- and post-award activities, amendments, and closeouts. Qualifications

  • Excellent understanding and experience with federal grants management processes and technical assistance.
  • Excellent understanding of 2.CFR Part 200 including application of uniform guidance to the full grant lifecycle.
  • Experience navigating a grants management system to monitor grants, track deadlines, generate reports, and troubleshoot issues.
  • At least 3 years in economic development and workforce development with experience providing programming and technical assistance to recipients.
  • 2-3 years of proven experience in grant management through lifecycle of a grant.
  • Oversee strategic projects and programs and deliver technical assistance to workforce development participants.
  • Ability to plan, facilitate, and engage diverse groups and individuals including federal, state, and local partners.
  • Strong writing skills for leadership memos, program whitepapers, and presentations.

Responsibilities

  • Manage a portfolio of workforce development grants across pre- and post-award activities.
  • Review applications, monitor progress, issue amendments, and close grants.
  • Apply workforce development subject matter expertise in grant reviews and management.
  • Coordinate reviews by soliciting internal expertise and providing training to applicants and grantees.
  • Provide technical assistance to grantees and engage in program research in coordination with the Division of Research and Evaluation.
