Job summary

The City of Atlanta seeks an Assistant Manager, Grants Services in the Department of Grants and Community Development to oversee federally funded portfolios, ensure compliance, and guide contract milestones. The role reports to the Assistant Director and manages a small team.

Responsibilities include underwriting subsidies, developing systems, and producing performance reports using Oracle, IDIS, DRGR, and HMIS. Strong financial analysis and leadership are essential.

Qualifications

• Bachelor’s degree in Business, Finance, Economics, Insurance or Risk Management, Public Administration, or related field.
• One year of work experience with government entitlement programs and/or mortgage underwriting, loan servicing and intake, credit counseling, and banking and federal program management experience.
• Strong financial analysis and project management skills.

Responsibilities

• Manages a variety of federally funded portfolios (HOME, CDBG, NSP, ESG, HOPWA, Section 108 Loan Fund, Section 8 MR).
• Underwrites federal subsidies and provides risk analysis, project management, and project oversight for contracts.
• Drafts legislation and submits in ELMS.
• Develops operational systems and workflows to increase efficiency.
• Uses Oracle to produce reports and track projects.
• Monitors IDIS, DRGR, HMIS for compliance.
• Leads a team of 4-6 FTEs and conducts performance assessments.
• Assists in auditing portfolios for compliance and contract milestones.
• Prepares funding recommendations and tracks funds/disbursements.
