Job summary

Iron Range Resources & Rehabilitation seeks a Grants Specialist Senior to coordinate administration of grant programs and economic development funding in northeastern Minnesota. You’ll monitor grant activities, ensure compliance, and provide guidance on complex grant-making and reporting.

Qualifications

This position provides coordination in the administration of the Department of Iron Range Resources and Rehabilitation grant programs and economic development funding aimed to serve communities and businesses within northeastern Minnesota.

Responsibilities include a comprehensive understanding of all procedural and grant-making guidelines; agency grant-making oversight includes monitoring of grant activities and grantee compliance to ensure adherence and conformity to grant policies and compliance standards; provide procedural and policy guidance on complex grant-making and direct grant administration activities; represent the agency as a liaison with other state agencies and organizations providing expertise and collaboration related to grant-making and policies and procedures; supports the Grants Specialist Coordinator in the administration of the agency’s grants management system (FLUXX) including the configuration, maintenance, and reliable operation of system; customized reporting; conduct in-person site visits to ensure grantee use of funds is consistent with purpose of the grant, provide technical assistance and develop materials and conducting training sessions for both internal and external grant personnel.

This position is located in Eveleth, MN and may be eligible for a mixture of in-office and telework. If approved for telework, the incumbent may telework two (2) days per week and will be required to complete a telework agreement.

Travel is required.

Minimum Qualifications
  • Two* (2) years of experience administering financial assistance, such as grants, and/or contract management, state or federal grant financial operations or related work at a grantmaking organization or financial institution.
  • Bachelor’s degree in accounting, finance, or other closely related fields as determined by the agency can substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience.
  • Knowledge of grants policies and administration.
  • Strong oral and written communication skills, with the ability to communicate clearly and professionally both verbally and in writing.
  • Critical thinking and analytical skills are sufficient to solve and interpret complex problems and provide solutions, review progress and financial reports, determine eligibility and compliance with requirements, state statutes and grant management policies.
  • Human relation skills to establish and sustain effective working relationships with staff, stakeholders, and the public.
  • Experience with word processing and spreadsheet software, such as Microsoft office, Word, Excel, PowerPoint products and Adobe.
  • Knowledge of fraud prevention principles, internal controls, risk assessment methodologies, and techniques for identifying fraud, waste, abuse, and misuse of grant funds.
  • Ability to work with a diverse clientele including commitment to equity and diversity in the work environment.
  • Valid MN Driver’s License.
Preferred Qualifications
  • Knowledge of the Taconite Assistance Area as defined by MN Statutes Section 273.1341 (the agency’s statutorily defined service area).
  • Knowledge of Minnesota Department of Administration Office of Grants Management requirements, policies, procedures, and best practices.
  • Experience in Minnesota State grants and contract administration principles and procedures.
  • Experience administering or configuring grant management systems, such as FLUXX grants management software or other similar systems.
