The City of St. Cloud's Procurement Services seeks a Grant Manager to administer the city’s grants program under a contract with reSOURCE Government Services.
You will lead pre-award planning, grant applications, budgeting, reporting and compliance with federal, state, and local requirements. Ideal candidates will manage the full grant lifecycle, coordinate with internal departments and external partners (HUD, DOJ, FEMA, JAG, RTP, HMGP, etc.), and ensure timely reporting and audits.

Looking for experience administering public-sector grant programs, including experience working with funding sources such as, but not limited to, the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Justice (DOJ), Federal Emergency Management Agency (FEMA), Justice Assistance Grants (JAG), Recreational Trails Program (RTP), Hazard Mitigation Grant Program (HMGP), and other federal, state, and local grant programs. Experience must include managing the full grant lifecycle, from identifying funding opportunities and preparing and coordinating grant applications through developing and monitoring budgets, tracking expenditures, ensuring compliance with applicable regulations and grant requirements, coordinating with internal departments and external partners, preparing and submitting required reports, and supporting audits, monitoring activities, and grant closeout.
This position requires a dedicated individual to administer the City of St. Cloud's comprehensive grants management program. The position plays a crucial role in collaborating with city departments, management teams, project managers, community partners, governmental agencies, and granting bodies to effectively administer grants. Key responsibilities include establishing and maintaining a streamlined pre-planning grants process, as well as preparing applications tailored to the City's capital and operational grant initiatives. The role requires ensuring that all grant proposals meet application criteria and align strategically with the City's objectives and priorities.

Bachelor's Degree in Business Management, Public Administration, Financial Management or related field supplemented by six (6) years of government and grant related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Must possess and maintain a valid state driver's license with an acceptable driving history.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Reasoning:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
