Job summary

Charleston County Government in North Charleston, SC is seeking a Compliance Officer to design and conduct grant monitoring activities, including desktop and on-site subrecipient reviews and quality control audits of financial documents. The position offers an annual salary range of $76,315 to $99,964 and requires a bachelor’s degree with five years of related experience, plus supervisory preferred and a valid SC driver’s license.

Qualifications

• Bachelor’s degree required in Business, Accounting, Auditing, or related field.
• Minimum of five (5) years of experience in grant compliance management, auditing, or accounting.
• Supervisory experience preferred.
• Valid SC Driver's license or ability to obtain within 3 months and meet county policy requirements.

Responsibilities

• Establish and implement an on-site financial monitoring system with program staff to ensure defensible sub-recipient compliance determinations.
• Assist in developing new programs to address compliance considerations.
• Maintain knowledge of grant programs and ensure adherence to regulatory requirements and best practices in compliance monitoring.
• Design and implement the department's compliance system to assess regulatory compliance.
• Review grant applications and records for completeness and accuracy within the compliance system.
• Create and maintain databases to inform management of potential financial exposure to the County.
• Conduct grant monitoring activities including desktop and on-site reviews per 2 CFR Part 200 and program requirements.
• Review program documents and coordinate corrective action plans with subrecipients and staff.
• Perform QC audits of financial documents and escalate findings to leadership.
• Coordinate post-award activities through closeout, including final visits and audit responses.
• Lead and direct subordinate staff with performance management and SOP adherence.
• Maintain inactive file processes and storage plans.
• Attend meetings, conferences, and trainings; participate in community engagement.
