Job summary

Quartermaster AI Inc. is seeking a Contracts Manager for Government Programs to own the end-to-end lifecycle of federal contracts. You will negotiate terms with government agencies, manage CLIN structures, and coordinate with proposals, finance, and programs.

Hybrid role based in the DC/Northern Virginia area. You will build the contracts function with authority, ensure FAR/DFARS compliance, and influence funding actions, bid strategy, and program success.

Qualifications

• 6+ years of federal government contracting experience.
• Experience negotiating and executing contract actions.
• Strong FAR/DFARS knowledge.
• Ability to read technical volumes and map to CLINs.
• Excellent written negotiation communication.
• Cross-team collaboration across growth, proposal, finance, and programs.
• Startup mindset with proactive, fast-paced work style.

Responsibilities

• Serve as Quartermaster’s primary interface with U.S. Government Contracting Officers and prime contractor counterparts, leading negotiations on terms, conditions, and pricing structures across FP, CPFF, T&M, OTAs.
• Review RFPs, RFQs, BAAs, CSOs, SBIR topics, and OTA calls for compliance obligations and risk, and support the proposal team on compliance matrices.
• Own pre- and post-award contract actions, including CLIN restructures, scope expansions, funding actions, and closeouts for funded work.
• Negotiate NDAs, teaming agreements, and subcontracts; ensure terms flow down to us.
• Maintain SAM.gov registration, representations and certifications, and agency filings.
• Support cost volumes, rate structures, and certified cost data, ensuring CDLRs and reporting align with deliverables.
• Represent our position on technical data and software rights for government-funded work.
• Advise teams on FAR/DFARS adherence and acquisition rules.
