Main Purpose of Job

This position is responsible for providing support to the Office of Government Affairs in carrying out the duties required for the planning and implementation of the legislative, reporting and regulatory management activities in three distinct areas: 1) Senior level support in the development and implementation of the Department’s legislative and regulatory activities; 2) Overseeing the management of the Annapolis office; and 3) Overseeing and coordinating special projects.

Position Duties
  • Oversees the legislatively mandated report (including the annual Joint Chairmen’s Report requirements) process so that reports are secured from the program administrations and budget staff for timely submission to the legislature, Office of the Governor, Department of Budget and Management and other state agencies.
  • Analyzes state legislation affecting DHS in order to maintain a unified evaluation of legislative issues on behalf of the Secretary and the senior leadership of DHS.
  • Assists departmental regulatory liaisons in preparing clear, concise, and complete regulations.
  • Prepares responses to informational requests from legislators and legislative groups.
  • Manages the procurement and distribution of the Code of Maryland Regulations (COMAR) and the Code of Federal Regulations (CFR).
Minimum Qualifications
  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: Five years of administrative staff or professional work.
  • Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Notes: 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Notes: 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Notes: 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Desired or Preferred Qualifications
  • One year of experience in legislative staff work.
  • One year of experience analyzing, tracking, or developing legislative proposals, statutory reports, or regulatory packages within a local, state, or federal government setting, or via an advocacy framework.
  • One year of strong operational experience using Google Workspace (Drive, Docs, Sheets) and state legislative tracking databases (such as the Maryland General Assembly PLAS system).
  • One year of demonstrated experience managing the logistics, scheduling, and staff workflow of a legislative office during the Maryland General Assembly 90-day session.
Licenses, Registrations and Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Examination Process

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
