Job summary

KBR Sustainable Technology Solutions (STS) seeks a Permit & Communications Lead to provide overall leadership of permitting, communications, and stakeholder engagement for a multi‑billion‑dollar GMP manufacturing program in the Huntsville, Alabama area. This senior PMC/Owner’s Representative role establishes governance, oversees regulatory approvals, and guides risk mitigation and project readiness.

Qualifications

• Bachelor’s degree required in engineering, environmental science, policy, or related field.
• Minimum 10 years of experience in permitting, stakeholder engagement, environmental compliance, communications, or project management on major capital projects (>$500M TIC).
• Experience leading permitting governance, regulatory affairs, and external stakeholder interfaces on large projects.

Responsibilities

• Lead development and execution of permitting, regulatory engagement, stakeholder management, and communications strategies across all project phases.
• Serve as primary interface with regulatory agencies, local authorities, communities, and utilities.
• Oversee submission and approval of permits, licenses, and environmental authorizations.
• Establish governance processes, schedules, and reporting for timely approvals and compliance.
• Coordinate with engineering, environmental, construction, and operations teams to integrate permitting requirements.
• Direct public relations, community outreach, and stakeholder engagement initiatives.
• Manage permitting consultants, communications consultants, and regulatory advisors.
• Monitor regulatory developments and develop mitigation strategies.
• Lead executive-level communications and regulatory submissions.
• Develop stakeholder engagement plans and issue management processes.
• Identify and mitigate permitting, regulatory, and stakeholder risks.
