Job summary

Choctaw Advantage Solutions (CAS) seeks a senior Program Manager to lead the WIC Overseas Program, supporting TRICARE Overseas Program Office and DoD. The role oversees operations across 38 OCONUS locations, directing a dispersed workforce and managing government contracts.

The ideal candidate has 5–8 years of progressive management experience, strong program planning skills, and the ability to communicate with government customers and leadership. Travel is required, and U.S.

Qualifications

• Bachelor’s degree in a related field. Master’s degree preferred in Public Health, Nutrition, or related discipline.
• Minimum 5–8 years of progressive management experience, preferably overseeing large programs.
• Experience managing multi-site or geographically dispersed operations.
• Direct supervision and development of professional staff.
• Program planning, business process improvement, performance management, and operational oversight.
• Experience with government contracts or federally funded programs.
• Strong financial, organizational, analytical, and problem-solving skills.
• Excellent written and verbal communication and presentation skills.
• Willingness to travel internationally and domestically.
• U.S. citizen with ability to obtain necessary clearance.

Responsibilities

• Provide leadership and management of WIC Overseas operations across ~38 OCONUS locations.
• Directly supervise and develop a geographically dispersed workforce.
• Oversee staffing, performance, training, workload distribution, and employee development.
• Develop and execute program plans, operational strategies, and process improvements.
• Monitor program performance and implement corrective actions and continuous improvements.
• Serve as senior contractor liaison with Government representatives and stakeholders.
• Oversee resources and funds in accordance with contract requirements.
• Oversee EBT processing system and financial accountability.
• Support management of Participant Information Management System (PIMS).
• Prepare and deliver executive reports, metrics, and contract deliverables.
• Ensure compliance with WIC, DoD, TRICARE, security, privacy, and contract requirements.
• Identify opportunities to improve efficiency and services.
• Travel internationally and domestically as required.
