Job summary

The role transforms the organization from a transactional back-office function into a proactive, partner-based service that enables program delivery through strategic planning, risk management, and compliance across diverse international environments.

Qualifications

• 10+ years of experience leading global procurement and supply chain for government-funded programs.
• Bachelor's degree in a related discipline.
• Strong knowledge of FAR, DFARS, 2 CFR 200 and agency-specific procurement rules.
• Experience supporting federal government programs preferred.
• Proven ability transforming procurement from transactional to strategic partner.
• Experience building a global procurement organization and implementing processes.

Responsibilities

• Develop and execute enterprise procurement and supply chain strategies for global missions.
• Forecast procurement needs and develop sourcing strategies with cross-functional teams.
• Establish strategic sourcing and category management practices to improve pricing and terms.
• Develop and manage relationships with suppliers and consultants worldwide.
• Maintain a centralized database of qualified consultants for global programs.
• Ensure procurement activities comply with U.S. Government regulations and policies.
• Lead supplier risk management and business continuity planning in high-risk environments.
• Develop metrics and dashboards to monitor procurement performance.
