Job summary

LeoLabs, Inc. seeks a senior regulatory leader to own global RF permitting strategy and execution. You will drive spectrum licensing, experimental and permanent operating authorities, equipment certification, and type approvals across markets while coordinating with RF engineering and site teams.

You will guide regulatory pathways, engage with regulators, build scalable processes, and manage multi-country deployments. Domestic and international travel is required, based in the U.S.

Qualifications

  • Located on the U.S. West Coast (Pacific or Mountain time zones).
  • 10+ years of experience in spectrum regulation, frequency licensing, wireless regulatory affairs, spectrum management, RF compliance, telecommunications regulation, or a closely related field.
  • Demonstrated experience obtaining spectrum licenses or equivalent RF operating approvals, including direct engagement with government spectrum regulators.
  • Strong working knowledge of RF fundamentals, including frequency allocations, bandwidth, emissions, antenna characteristics, propagation, interference, and spectrum compatibility.
  • Demonstrated ability to navigate complex, ambiguous, or novel regulatory environments where the approval pathway is not fully defined at the outset.
  • Strong project or program management capability across multiple concurrent workstreams.
  • Ability to interpret regulatory requirements and translate them into clear technical inputs and actions.
  • Excellent written and verbal communication skills for senior leadership and external stakeholders.
  • Strong judgement and stakeholder management skills with regulators, engineers, and executives.
  • Strong recordkeeping discipline and documentation quality, including logs and renewal tracking.
  • Willingness and ability to travel domestically and internationally; based in the United States and eligible for U.S. security clearance.

Responsibilities

  • Establish the operating model, priorities, and standards for LeoLabs' global RF permitting function.
  • Review active radar deployments, licensing workstreams, and risk; identify gaps and critical-path actions.
  • Build strong relationships with Engineering, Site Selection, Legal, regulators and labs.
  • Review radar licenses, confirm conditions, and establish ongoing compliance processes.
  • Lead spectrum license applications from feasibility to approval with technical annexes and regulator responses.
  • Coordinate with RF engineers to obtain antenna data, emission parameters, and test data for regulators.
  • Oversee equipment certification and type approval workstreams across jurisdictions.
  • Coordinate interference analyses and reviews with RF Engineering and external specialists.
  • Manage regulatory approvals across multiple countries and deployments, including schedules and budgets.
  • Select and brief local RF regulatory consultants while preserving internal strategy ownership.
  • Build a global network of regulators, advisers, labs, and in-country contacts.
  • Create scalable processes, country playbooks, and knowledge bases for RF permitting.
  • Maintain existing radar-site licenses, track conditions, renewals, and modifications.
  • Prepare concise leadership updates on feasibility, approvals, scheduling, and risks.
