Job summary

Orchard LLC in Silver Spring, MD is seeking a Foreign Trade Policy Analyst to support NOAA's OIATC in implementing U.S. trade regulations for safe, legal, and sustainable seafood.

The role blends policy, science, and communication, with hybrid/remote flexibility and occasional travel. You will work as a liaison between federal policy and the global seafood industry, developing materials, guiding stakeholders, and contributing to several trade monitoring initiatives to protect oceans and U.S.

Qualifications

• Bachelor's degree in Marine Science, Environmental Policy, International Trade, Public Policy, or closely related field.
• Demonstrated academic or professional experience in natural resource policy or management; fisheries/IUU experience preferred.
• Excellent ability to interpret and explain complex technical and regulatory concepts in plain language.
• Strong interpersonal and communication skills with a customer service orientation and ability to work with diverse stakeholders.

Responsibilities

• Stakeholder Guidance & Support: Serve as a primary resource for the seafood industry, providing guidance to ensure compliance with U.S. trade monitoring requirements.
• Public Inquiry Response: Act as a first point of contact for public inquiries, responding to technical questions and issues.
• Compliance Resource Development: Develop clear materials, guides, websites, and other resources to help partners understand program requirements.
• Outreach & Education: Organize stakeholder outreach, workshops, webinars, and informational calls to educate and support the community.
• Data Systems Management: Learn and utilize NMFS databases such as ITDS and GSDS for trade data analysis and compliance.
• Program Implementation: Provide support across multiple trade monitoring initiatives including Antarctic ML Program, HMS International Trade Program, Tuna Tracking and Verification Program.
