Job summary

Science Applications International seeks an International Program Analyst to support NOAA’s international program efforts from a remote location in the United States. The role involves coordinating technical assistance, capacity-building activities, and law enforcement collaboration with partner agencies and international organizations.

The position requires a bachelor’s degree, 2+ years in law enforcement or project management, and Spanish language proficiency.

Qualifications

• Bachelor’s Degree in any field (marine-related fields preferred) and two or more years of experience in law enforcement, analysis, marine fisheries or project management.
• Non-Disclosure Agreement (NDA) required.
• Experience with IUU – Illegal Unreported Unregulated Fishery.
• Experience with PSMA – Port State Measures Agreement.
• Proficiency in Spanish (written and spoken) required.

Responsibilities

• Provide logistical support, coordination, and liaison with partner agencies for international technical assistance and fisheries enforcement capacity-building activities for NOAA events.
• Coordinate with NOAA and OLE staff on projects related to technical assistance and law enforcement capacity building to combat IUU fishing and trade in IUU fish products or other marine products.
• Develop needs assessments to identify gaps in monitoring, control and surveillance (MCS) capabilities and create plans to provide technical assistance to address those gaps.
• Provide project management support to the OLE International Program, including support for policies and procedures that comply with international fisheries obligations and for technical assistance and training related to combating IUU fishing.
• Support the design of activities through which OLE International Program projects are implemented, including analysis of activity requirements and input on statements of work/activity requirements.
