Job summary

Save the Children is seeking an Economic Evaluation Advisor to strengthen cost modeling and benchmarking underpinning proposals and new business development. Qualifications

• Bachelor's degree or equivalent experience and at least 5 years in budgets in international development or humanitarian context
• Experience developing, reviewing, and analyzing program budgets including activity-based budgeting and cost modeling for proposals
• Demonstrated skills in cost-efficiency and cost-effectiveness analyses and familiarity with the 4Es framework
• Ability to analyze complex quantitative data and translate results into practical recommendations
• Proven ability to plan, coordinate research and data analysis projects independently
• Strong writing, editing, and verbal communication skills to present technical cost information to non-technical audiences
• Willingness to travel up to 20% internationally and collaborate with diverse teams

Responsibilities

• Lead the development of program cost models for proposal design, translating strategies into activity-based budgets with defensible costs
• Develop and maintain internal cost benchmarks from historical data and external references
• Assist in interpreting benchmarks and building top-down cost estimates for proposals for clear stakeholder communication
• Analyze cost drivers and variation across contexts and translate findings into practical guidance for budgeting and program design
• Embed cost-efficiency and cost-effectiveness considerations early in proposal design and donor discussions
• Mentor and train colleagues on cost modelling tools, benchmarks, and best practices
• Contribute to improving Save the Children cost modelling tools, templates, and processes
• Plan and conduct retrospective economic evaluations including cost-efficiency and cost-effectiveness analyses
• Promote best-practice economic evaluation tools and methodologies across the organization
• Synthesize cost evidence for internal/external audiences and knowledge products
• Represent Save the Children in external forums related to economic evaluation and learning
• Contribute to team meetings and cross-functional initiatives
