Job summary

Save the Children seeks an Economic Evaluation Advisor to strengthen cost modeling and benchmarking for proposals and new business development. You will translate program strategies into activity-based budgets and collaborate with country offices, MERL, and finance to ensure realistic, defensible unit costs.

You will conduct retrospective economic evaluations, apply the 4Es framework, synthesize evidence for internal and external audiences, and train colleagues in economic evaluation practices

Qualifications

  • Minimum of a bachelor's degree or equivalent experience, plus at least 5 years in budgets or cost analysis.
  • Experience developing budgets for proposals in international development.
  • Skills in cost-efficiency analysis and cost-effectiveness analysis; familiarity with the 4Es framework.
  • Ability to analyze quantitative data and translate results into practical recommendations.
  • Ability to plan and coordinate research projects with minimal guidance.
  • Strong written and verbal communication to diverse stakeholders.

Responsibilities

  • Lead the development of program cost models to support proposal design and budgeting with activity-based costing.
  • Develop and maintain internal cost benchmarks across sectors and geographies.
  • Help country offices interpret benchmarks and build top-down cost estimates for proposals.
  • Analyze cost drivers and translate findings into practical budgeting guidance.
  • Mentor colleagues in cost modeling tools and best practices across teams.
  • Contribute to design/improvement of cost modeling templates and processes.
  • Plan retrospective economic evaluations and apply 4Es frameworks.
  • Synthesize cost evidence for briefs and knowledge products.
  • Train colleagues on economic evaluations.
  • Represent Save the Children in external forums on economic evaluation.
