Job summary

QinetiQ US seeks an International Cooperation Subject Matter Expert to support the Director of International Engagements for a client in Chantilly, VA. The successful candidate will provide leadership using their knowledge and network to engage with international partners across a broad spectrum of RDT&E and prototyping efforts.

Responsibilities include drafting bilateral agreements, coordinating with DoD/OSD offices and industry days, and guiding acquisition products through milestones.

Qualifications

• Bachelor's degree required in International Relations, Business, or Law.
• 15 years of experience with 10 years in International Cooperation/Relations in the DoD/DoW context.
• Familiar with DoD I 5530.03 and international agreements.
• TS/SCI clearance; travel 25% (OCONUS and CONUS).

Responsibilities

• Provide subject matter expertise on international/cooperative agreements and MOUs for DoD/DoW programs, especially with AUKUS.
• Interact with Service/Defense Agency Program Offices and OSD offices to develop project agreements across domains.
• Serve as focal point to draft and advise on Bilateral Security Agreements, Project Arrangements, and related items.
• Provide administrative support to the Director of International Engagements including scheduling industry days and drafting statements of work.
• Support multi-disciplinary, multi-agency teams across CONUS and OCONUS.
• Lead development of acquisition products and materials to support milestones and project agreements.
• Oversee collaborative development of requirements and programmatic documents (MOUs, EMTAs, SOWs, etc.).
• Work closely with USD R&E; familiar with AUKUS Pillar 1 and 2 and 5 Points MOU.
• Undertake special projects as needed.
