Responsibilities

  • Provide subject matter expertise in international/cooperative agreements, MOUs/MOAs, and project arrangements for DoD/DoW programs with foreign partners.
  • Interact with Service or Defense Agency Program Offices and other OSD offices to develop project agreements across domains.
  • Draft and advise on Bilateral Security Agreements, Project Arrangements, Industrial Security Agreements, Export Authorizations, and Procurement contracts for foreign contractors.
  • Schedule industry days and coordinate with vendors to develop performance statements and operations concepts for international cooperation agreements.
  • Support multi‑disciplinary, multi‑agency teams across CONUS and OCONUS sites; lead development of acquisition products for transition milestones.
  • Oversee development of MOUs, EMTAs, SOWs, and Project Outlines; liaise with USD R&E and international law/policy frameworks.
  • Engage with partners on AUKUS Pillar 1/2 and International Cooperation law; perform special projects as needed.

Position Overview

QinetiQ US is seeking an International Cooperation Subject Matter Expert to support the Director of International Engagements for a client in Chantilly, VA. The highly motivated candidate will provide leadership and guidance through their knowledge, experience and expertise working with International partners across a broad spectrum of research and development programs. The candidate will help draft documents in support of bilateral and multilateral agreements to help support the Department of War's cutting‑edge technology to enable the delivery of impactful capability to the warfighter quickly.

Responsibilities
  • Candidates shall provide subject matter expertise in the areas of international/cooperative agreements, Memorandum of Understanding/Agreements (MOU/MOAs) and/or project arrangements as they pertain to RDT&E and prototyping efforts with foreign partners, especially for those within AUKUS.
  • Candidates will be expected to i nteract with Service or Defense Agency Program Offices and other OSD offices in developing project agreements to support a broad range of programs across multiple different domains and technology readiness level
  • Serve as a focal point of contact to faciliate all administrative items within the agency to draft and provide recommendations on the following items:
    • Bilateral Security Agreements
    • Project Arrangements
    • Industrial Security Agreements
    • Export Authorizations
    • Manufacturing License Agreements
    • Procurement contracts awarded to Foreign Contractors
    • Additional ad-hoc requirements as needed
  • Provide routine administrative support to the Director of International Engagements including but not limited to scheduling industry days, coordinating with vendors to develop performance work statements, concept of operations, as it pertains to the international cooperation agreements
  • Provides critical support in multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites CONUS and OCONUS
  • Leads development of acquisition products and materials in support of transition and transition partner Milestone Decision Authority gates and in support of Project Agreements and procurement
  • Oversee collaborative development of requirements and programmatic documents (MOUs, EMTAs, SOWs, Project Outlines, etc.)
  • Will work closely with USD R&E
  • Familiar with AUKUS Pillar 1 and 2, International Cooperation law and policy, 5 Points MOU etc.
  • Special projects as desired
Required Qualifications
  • Bachelor's degree in International Relations, Business, or Law
  • 15 years of experience with 10 years of relevant experience in International Cooperation/Relations specifically within the DoD/DoW or relevant work history
  • Familiar with DoD I 5530.03 - International Agreements

  • 25% travel OCONUS (Australia and UK) and CONUS
Preferred Qualifications
  • Master's degree or advanced degree, preferably in international law degree
  • Experience supporting International Cooperation Offices/RDT&E organizations at the OSD/OSW Level
Pay Transparency

The salary range for this role is150,000- 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
