About the Work Unit

The Region 4 Environmental Unit ensures that the guiding principles of the National Environmental Policy Act (NEPA), and other federal, state, and local laws are followed in our transportation planning and project development process, as well as the maintenance and operations of the region's transportation system. The unit works to design, construct, maintain and operate the Region 4 (R4) transportation system in a manner that helps preserve the socio-economic resources, human environment resources, and natural environment resources present within the region.

The Environmental Unit prepares environmental studies/analyses, writes environmental documents, develops environmental mitigation plans, and obtains permits. It assists with tracking the implementation of mitigation commitments and coordinates with federal, state and local agencies.


About the Position
The Geographic Information Systems (GIS) position facilitates the use of GIS applications in the project development, construction, access, maintenance, and operations activities of the R4 transportation system. The position will ensure GIS applications and local laws and regulations, including the Federal Highway Administration (FHWA), the National Environmental Policy Act of 1969 (NEPA), CDOT's NEPA Manual, the Federal Transit Administration, and High-Performance Transportation Enterprise.

Major duties and responsibilitiesinclude, but are not limited to:

  • Implements an ArcGIS-based strategy to support Region 4’s efforts to create, incorporate, analyze, share, and display data through a variety of pathways;

  • Manages complex GIS projects for project design, access permits, maintenance activities, asset management, and environmental compliance under various regulatory guidelines to ensure incorporation of all applicable federal, state, and local laws and statutes.;

  • Leads the GIS process and determines the appropriate level of GIS analyses required to support the region and manages the work of consultants to ensure all applicable GIS data collection and maps are incorporated into project plans, given budgetary and other constraints;

  • Possess in-depth knowledge of the Esri ArcGIS platform, CDOT GIS policies, web applications, and cloud software for developing and managing GIS data, geoprocessing, analysis, cartographic design, and map production;

  • Serves as the R4 GIS Authority in developing forward-thinking guidance and direction in implementing new GIS technologies, software, and innovative methods for advancing R4 planning, specialty units, asset management, design, and construction projects;

  • Monitors existing relational and GIS databases and applications to provide change management, maintenance, and additions or modifications required to meet CDOT’s evolving tabular and geographic data and information needs;

  • Create, set up, and oversee dynamic and significant GIS solutions by utilizing the GIS platform, related apps (such as Dashboards, Experience Builder, Hub Site, StoryMap, Field Maps, Survey123, Python, etc.), and cross-platform integrations (such as Power BI);

  • Assists CDOT design/construction engineers and maintenance personnel by advising and developing GIS applications that integrate Bentley Open Roads Designer, AutoCAD, and other useful technologies;

  • Maintain a collaborative partnership between the Region 4 GIS developers, engineers, specialty units, and maintenance staff to provide responsive support for projects, field surveys, and planning efforts;

  • Leads the R4 GIS user group and oversees and prioritizes all GIS enterprise-level updates and modifications, including but not limited to publishing and managing R4 feature layers, image services, and referenced or hosted feature layer views between ArcGIS Pro to ArcGIS Online, and GIS applications;

  • Serves as the R4 GIS point of contact between CDOT HQ and R4;

  • Tracks the targeted manual processes and make both qualitative and quantitative improvements to ensure compliance with the CDOT ESRI System of Engagement and support the HQ GIS Unit with compliance needs;

  • Provides procedures and programs for the other GIS program components, such as managing the R4 team data and applications and guaranteeing the effective integration of GIS solutions;

  • Creates and executes training programs for R4 Engineering, Maintenance, and other staff members in order to improve their knowledge and guarantee adherence to the GIS program, as well as to local, state, and federal regulations and general regulatory compliance;

  • Develops training materials to serve R4 and support troubleshooting GIS application concerns;

  • Works with and instructs different engineering specialties in the use and use of GIS;

  • Attend meetings with the federal, state, and municipal governments on behalf of CDOT.

  • Other job duties as assigned.

Work Environment:
  • Primarily 8:00 AM – 4:00 PM work hours, Monday-Friday with the opportunity for a flexible schedule
  • Travel required for meetings, training, and to conduct field inspections
  • Required to operate CDOT vehicles

Minimum Qualifications

Experience Only:
Must total 7 years and include the following:
  • Four years of experience in geography, geographic information systems, planning, environmental planning, computer science, civil engineering, or a closely related field.
AND
  • At least three years of full-time professional work experience with GIS, data analysis, cartography and other technology in developing and/or maintaining geographic/geospatial applications and databases.

Combination of Education and Experience:
A combination of education and experience that totals at least 7 years

  • Education from an accredited college or university in geography, geographic information systems, geomatics, planning, environmental science, computer science, engineering, engineering technology, or another field of study closely related to the duties of this position
  • Full-time professional work experience with GIS, data analysis, cartography and other technology in developing and/or maintaining geographic/geospatial applications and databases.

  • Fluency in Microsoft Office Suite (Word, Excel, Access), Bentley Open Roads Designer, AutoCAD, Gmail, SAP, and the ability to quickly learn other software systems.
