Job description

Responsible for the planning, coordination, and oversight of building maintenance, grounds operations, facility improvements, and related general services for Agency buildings and grounds. Provides identification and correction of deficiencies, risks and/or liabilities to ensure facilities and grounds are safe, functional, efficient, well maintained, and appropriately presented to support organizational operations and the employees, individuals receiving services, and the public who utilize the facilities. Provides overall leadership and coordination for maintenance and grounds activities performed by employees, contractors, and vendors. Establishes departmental priorities, evaluates facility conditions and service needs, allocates personnel, develops and oversees preventive maintenance programs, coordinates repairs and renovations, assists with capital improvement planning, administers contracts and vendor relationships, and monitors projects from planning through completion. Addresses facility emergencies, prioritizing work, managing resources, and developing short- and long-term strategies for the preservation and improvement of organizational facilities.

ESSENTIAL FUNCTIONS (Maximum of Eight)
  • Provides overall management and coordination of maintenance, repair, improvement, and grounds operations for Agency buildings and associated grounds. Develops and implements standards, procedures, and priorities for maintaining buildings and grounds in a safe, functional, attractive, and cost-effective condition .
  • Develops preliminary project scopes, specifications, schedules, and cost estimates for maintenance, renovation, and improvement projects. Coordinates facility renovation, repair, construction, and improvement projects involving internal personnel, contractors, architects, engineers, consultants, and vendors. Coordinates with the Procurement Officer in preparation of bid packages related to building maintenance, service agreements, contractual arrangements, etc., to ensure compliance with applicable state and Agency procurement regulations. Monitors project schedules, expenditures, workmanship, and progress to ensure projects are completed according to established requirements. Conducts andor participates in project meetings, inspections, punch-list reviews, and project closeout activities. Coordinates facility projects to minimize disruption to organizational operations.
  • Oversees grounds-related activities, including landscaping, mowing, snow and ice response, exterior maintenance, drainage, parking areas, sidewalks, and general property appearance. Coordinates routine facility inspections to identify deficiencies, safety concerns, maintenance needs, and potential capital improvement requirements.
  • Oversee preventive and corrective maintenance programs designed to extend the useful life of buildings, equipment, and building systems and reduce emergency repairs and operational disruptions. Coordinates maintenance and repair activities involving building systems, including HVAC, plumbing, electrical systems, roofing, structural components, doors and hardware, interior and exterior finishes, and other facility infrastructure. Participate in the development of an annual short-term and long-range maintenance plan for Agency-owned property, to include a schedule with estimated costs for general maintenance (i.e., painting, landscaping, upkeep, replacing broken windows, maintaining good working conditions, ensuring prevention of safety hazards, etc.).
  • Manages the agency warehouse and associated storage facility. Oversite includes maintenance of supplies and the storage and disposal of equipment according to Agency procedures. Manages inventory tracking, asset distribution, space allocation, and maintenance scheduling to ensure efficient storage, organization, and retrieval of general supplies and equipment.
  • Supervises Buildings and Grounds Managers and Buildings and Grounds Specialist. Provides leadership, direction, coaching, and technical guidance to assigned staff. Establishes performance expectations and ensures employees understand departmental goals, work priorities, policies, procedures, and safety requirements. Establishes priorities for work requests and ensures personnel and resources are appropriately allocated among the organization's facilities. Promotes a culture of professionalism, accountability, customer service, teamwork, workplace safety, and continuous improvement.
  • Maintains 24/7 readiness to respond to after-hours building emergencies. Provides consultation to facility staff and coordinates emergency repairs if deemed necessary.
  • Participates on the Agency's Safety Committee to provide input and to follow-up with any changes or updates that may be decided regarding facility safety needs. Arrange periodic facility inspections for fire/safety/maintenance needs and compliance with local, state, and federal building codes and licensure requirements
OTHER DUTIES (If Applicable)
  • Perform other duties as assigned by supervisor.
  • Possess self-motivation and be able to work independently with minimal supervision.
  • Strong organization, time management, administrative, and interpersonal skills.
  • Able to prioritize many tasks and exhibit excellent, mature judgment.
  • Proficient in Microsoft Office Outlook; ability to work in Microsoft Word and Excel helpful; and experience with inventory database, project management, and facility layout software a plus.
  • Exceptional knowledge of basic carpentry, electrical, plumbing, and building codes.
  • Demonstrated knowledge and application of general procurement laws/practices/procedures, cost determination, budget preparation, and asset disposal.
  • Knowledge of basic building maintenance, safety, and fire safety codes, including OSHA regulations.
  • Ability to read and interpret blueprints.
  • Excellent communication skills, both written and verbal.
  • Skills in staff supervision, development, and training.
EXPERIENCE/EDUCATION REQUIRED
  • High school diploma or equivalent required.
  • Five years of recent, relevant, experience in building and grounds maintenance, operations and facilities management.
  • A minimum of one year of experience in a supervisory role.
  • Valid Driver’s License with a safe driving record is required.
