Liverpool University Hospitals NHS Foundation Trust in Liverpool is seeking a General Service Manager to support the Surgery Division's performance and improvement plans. The role leads operational delivery of clinical services, drives changes, and collaborates with clinical and nursing colleagues to enhance patient pathways.

Reporting to the Directorate Manager, the post holder will be an integral member of the Care Group's Management Team and will be responsible for supporting the delivery of speciality specific performance and improvement plans and will therefore contribute to the Division's overall strategies and objectives. The General Service Manager will drive improvements in operational performance and planning within the service advising the Directorate Manager, Clinical Directors and Senior Nurse as necessary. The post holder will work closely with other Care group leads within the Division, colleagues across other divisions and external partners to enable the achievement of the Trust's objectives., Assist with the delivery of the service strategy, taking operational responsibility for delegated programmes of work. To lead and be accountable for the operational delivery of clinical services The service manager will lead plans, operational change and strategies within their service and provide and support across the care group. Support the work to drive the strategic direction and policy setting for the service within the context set by the Care Group leadership team, maintaining an essential communication link between the speciality/specialities and feeding into the Care Group leadership team. Operationalise robust business and workforce plans within the service, including systems, structures, and processes for managing clinical quality, risk, controls assurance and public involvement initiatives. Support the achievement of key performance indicators, access targets and contractual obligations including CQUINS and meeting CQC standards for an area identified by the Head of Operations. Lead for the service in creating an open, accountable culture where teams are confident and skilled in giving regular constructive feedback, where issues can be raised and solved openly, resulting in a productive solution focused working environment. Ensure team members contribute to the transformation of patient pathways, ensuring a high quality and efficient approach to service delivery. Embed plans to develop all managerial and administrative staff within the service ensuring a coaching style of management and the development of potential at every level is at the heart of everyday communications. Critically review plans that are in place for the development and review of the clinical service strategy for the speciality/specialities, including the monitoring of new opportunities, for delegated speciality/specialities, improvements that will enhance patient care, internally and also externally to the organisation. Develop and implement effective reporting arranegements within the service to accurately record and monitor performance against local and national targets and to pro-actively manage any variances.
