The ideal candidate has 10+ years in property management in NYC and deep knowledge of LIHTC, Section 8, DHCR, HPD, and DOB requirements, plus proven leadership and budget discipline.

  • Bachelor's degree required; Master or CPM designation a plus

General Manager, Property Management | New York City, NY | On-Site

Equal Access is partnering with a growing New York City-based residential and multi-use property management firm to hire a General Manager to lead operations across a portfolio of 2,000+ units. The firm specializes in affordable and regulated housing, with deep experience in LIHTC, Section 8, and DHCR compliance, and has built its reputation on financial discipline and strong community relationships.

This is a senior operating role, not a strategic advisory one. The person in this seat runs the portfolio day-to-day, owns the numbers, and is the connective tissue between onsite teams, asset management, and ownership. You will have direct reports at multiple levels, and real accountability for outcomes.

This role calls for someone who has already done this at scale, in New York City specifically. The regulatory environment here is its own discipline, and there is no ramp time budgeted for learning it.

What This Role Is, and Is Not
This role is:
  • A hands-on operational leadership position with P&L accountability across a large multifamily portfolio
  • The senior escalation point for compliance, collections, leasing, maintenance, and HR decisions across the portfolio
  • A highly visible seat, with regular interaction with asset management, ownership, and regulatory agencies
  • A people leadership role, responsible for hiring, developing, and holding accountable a multi-tiered onsite team
  • Fast-moving by nature, with genuine after-hours accountability for building emergencies and ownership priorities
This role is NOT:
  • A policy-setting or consulting role, you are executing, not advising from a distance
  • Suited to someone without direct New York City property management experience, the local regulatory complexity is non-negotiable
  • A single-site property manager role scaled up, the portfolio breadth and organizational complexity are meaningfully different
  • Remote or hybrid, physical presence across properties is a core part of the job
Required Experience & Traits
  • 10 or more years of progressive property management experience, with meaningful time managing large multifamily portfolios (2,000+ units)
  • Direct, working knowledge of New York City's affordable housing regulatory environment, specifically LIHTC, Section 8, DHCR, HPD, and DOB requirements
  • Demonstrated ability to lead layered teams, including community managers, resident managers, and administrative staff
  • Financial fluency: budget preparation, variance analysis, accruals, reclassifications, and cost control
  • Experience with bid management and contract administration for capital and service work
  • Strong communicator, in writing and in person, with residents, staff, ownership, and outside agencies
  • Bachelor's degree required; a Master's or CPM designation is a plus, but track record matters more than credentials
Key Responsibilities
Operational Leadership
  • Direct the day-to-day operations of a large residential and multi-use portfolio, setting performance expectations and resolving escalations across all sites
  • Conduct regular physical property inspections to assess conditions and confirm that onsite teams are executing to company standards
  • Participate with senior leadership and development partners in onboarding new assets into full management operations
Quality & Compliance
  • Ensure all properties meet applicable regulatory requirements, including LIHTC, Section 8, DHCR, HPD, and DOB standards, and track violation curing progress on a regular reporting cycle
  • Oversee leasing department policy and procedure, with accountability for vacancy, renewal, pricing, and turn timelines
  • Ensure full compliance with Affiantive Fair Housing regulations and EEO/Affirmative Action policies at every property
  • Prepare and manage annual operating budgets, working closely with asset management, community managers, and maintenance managers on income, expense, and CapEx forecasting
  • Produce monthly accruals, reclassifications, and budget variance reports
  • Actively monitor collections and arrears, coordinating with onsite teams and in-house legal counsel to reduce accounts receivable
People & Culture
  • Recruit, hire, train, and develop community managers, assistant community managers, resident managers, and administrative staff
  • Maintain a team environment that is solutions-oriented and grounded in mutual respect for residents, colleagues, vendors, and visitors
  • Work with asset management to establish and roll out portfolio-level policies and procedures
  • Monitor work order volume and maintenance turnaround across the portfolio to identify staffing and efficiency gaps
  • Organize and level bids for capital and service contracts, and prepare standard contract agreements
  • Represent the company professionally in industry associations and ownership-facing settings

Pay: $140,000.00 - $160,000.00 per year
