AOC's Office of the Chief Engineer, Planning and Design Division is seeking a seasoned program manager to serve as a liaison between the Jurisdiction Executive Director and the Office of the Chief Engineer, guiding agency-wide projects through development, planning, design, and construction phases.

  • Specialized experience forthis positionis defined as the following:
  • Program and Project Management: Manages program of projects to include significant phases of projects supporting major jurisdiction-wide renovations and construction. Plans, guides, and coordinates the work of subordinate and matrixed resources engaged in accomplishing project objectives.
  • Communication and Reporting: Proficiency in speaking and writing skills. Leads, coordinates, and facilitates monthly meetings with Jurisdiction leadership representatives and agency SMEs where project status, issues, lessons learned, and concerns are discussed. Organizes additional meetings with the assigned jurisdiction regarding project status, planning, budget, etc., as needed.
  • Technical Guidance: Conducts studies to develop standards for projects and to address situations encountered during field inspections. Provides guidance, technical advice, and consultation to jurisdiction leadership, specialists within the Office of Chief Engineer and lower-grade employees in the performance of related assignments.

Job description

This position is located in the Office of the Chief Engineer, Planning and Design Division. The selectee serves as liaison between the assigned Jurisdiction Executive Director and the Office of the Chief Engineer to manage agency-wide projects. The selectee will provide expertise, coordination, direction, and oversight of a program of projects to include development, planning, design, and construction stages.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.
