Job summary

Parsons in Hawaii is seeking a seasoned planning professional to support J35 operations and interagency coordination. You will develop future concepts, COAs, and planning products for counterdrug and counter‑transnational organized crime missions in the Indo‑Pacific, coordinating with J2/J3 and law enforcement partners.

The role requires TS/SCI clearance and strong writing, briefing, and independent work skills, with extensive experience in joint planning doctrine and multi‑staff environments.

Qualifications

• Experience supporting joint, interagency, military or special operations planning.
• Knowledge of joint planning doctrine and staff coordination processes.
• Experience developing plans and COAs for military or partner organizations.
• Ability to coordinate planning across multiple staff sections and integrate intel, ops, and assessment.

Responsibilities

• Develop future operational concepts and contingency plans for J35 efforts.
• Analyze threats, partner requirements, and gaps to identify planning needs.
• Lead or support planning teams with J2, J3 and other staff.
• Develop and compare COAs with objectives, effects, risks and options.
• Draft and coordinate concepts of operations and planning products.
• Coordinate with law-enforcement, interagency, USPACOM and partners to synchronize plans.
• Apply joint planning doctrine to ensure executable and sustainable plans.
• Develop assessment frameworks with measures and milestones.
• Prepare briefs and transition approved plans to J33 for execution.
