Job summary

Oregon Family Support Network in Salem, OR is seeking a Funding Performance Manager to oversee the administration, monitoring, reporting, and performance of contracts, MOUs, MOAs, subcontracts, and other funding agreements across the organization.

You will coordinate across departments to track deliverables, ensure compliance, identify risks, and provide recommendations that improve financial performance, program outcomes, and funder confidence.

Qualifications

  • Bachelor’s degree or higher in Business Administration, Public Administration, Healthcare Administration, Finance, Nonprofit Management, or a related field.
  • Three to five years of experience administering contracts, grants, funding agreements, compliance, program evaluation, or project management.
  • Experience summarizing funding agreements, grant requirements, and regulatory standards.
  • Experience analyzing program performance, financial, or operational data to identify trends and support decision-making.
  • Experience developing or maintaining tracking systems, dashboards, spreadsheets, or performance reports.

Responsibilities

  • Review and summarize funding agreements to communicate responsibilities, compliance, reporting obligations, performance expectations, and deliverables.
  • Develop and maintain a centralized funding agreement management system tracking start/end dates, renewals, budgets, reporting, deliverables, and compliance.
  • Monitor funding agreements and relay deadlines, milestones, reporting requirements, deliverables, and obligations.
  • Coordinate amendments, renewals, modifications, and closeout activities for funding agreements.
  • Identify compliance concerns, risks, and performance issues and recommend corrective actions.
  • Maintain complete files and documentation per funder and regulatory requirements.
  • Collaborate across the organization to ensure timely delivery of reporting and performance measures.
  • Maintain documentation of obligations and deliverables.

The Funding Performance Manager is responsible for the comprehensive administration, monitoring, reporting, and performance oversight of all contracts, grants, memoranda of understanding (MOUs), memoranda of agreement (MOAs), subcontracts, service agreements, and other funding agreements across the organization. This position ensures contractual compliance, monitors programmatic and fiscal performance, tracks reporting requirements, and supports organizational accountability for funding agreement outcomes.

The Funding Performance Manager collaborates across functional areas to analyze organizational data, financial information, and performance metrics to evaluate contract performance, identify trends and risks, monitor compliance, and provide recommendations that enhance organizational accountability, sustainability, and continuous improvement.

The Funding Performance Manager ensures contractual obligations, performance measures, reporting requirements, and funding deliverables are completed accurately and on time while strengthening organizational systems, improving operational effectiveness, and maintaining funder confidence.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Funding Administration and Compliance (60%)
  • Review and summarize funding agreements to communicate organizational responsibilities, compliance requirements, reporting obligations, performance expectations, and deliverables to appropriate staff.
  • Develop and maintain a centralized funding agreement management system that tracks:
    • Agreement start and end dates
    • Renewal timelines and deadlines
    • Budget requirements
    • Reporting assignments and due dates
    • Deliverables and performance measures
    • Compliance requirements
    • Accountability measures
  • Monitor the status of funding agreements and proactively communicate upcoming deadlines, milestones, reporting requirements, deliverables, and compliance obligations.
  • Coordinate amendments, renewals, modifications, extensions, implementation activities, and closeout requirements for funding agreements.
  • Identify compliance concerns, operational risks, and performance issues related to funding agreements and recommend corrective actions.
  • Assist with monitoring, reviews, audits, and funder monitoring or site visits.
  • Maintain complete files and supporting documentation for funding agreements in accordance with funder, regulatory, contractual, and organizational requirements.
  • Develop and maintain systems to track funding agreement deliverables, performance outcomes, reporting obligations, and compliance activities.
  • Collaborate across the organization to ensure deliverables, reporting requirements, and performance expectations are completed accurately and on schedule.
  • Identify delayed or at-risk deliverables and work collaboratively with staff to develop and implement corrective action plans.
  • Maintain documentation demonstrating completion of funding agreement obligations and required deliverables.
  • Ensure all required supporting documentation is retained in accordance with funder, regulatory, contractual, and organizational record retention requirements.
Performance Management (20%)
  • Utilize organizational reports, financial information, and performance data from multiple programs to evaluate contract performance, fiscal viability, and compliance.
  • Analyze funding agreement performance to identify trends, gaps, risks, and opportunities for operational improvement.
  • Maintain the organization's primary reporting calendar for all funders, partners, and regulatory reporting requirements.
  • Collaborate with leadership to interpret organizational performance data and ensure funding agreement outcomes are achieved.
  • Monitor organizational performance indicators and communicate emerging risks or compliance concerns in a timely manner.
  • Evaluate organizational processes and recommend improvements that increase efficiency, strengthen compliance and accountability, improve reporting accuracy, and support continuous organizational improvement.
Reporting (20%)
  • Use organizational data to develop qualitative and quantitative reports based on contract deliverables.
  • Synthesize cross functional data into compelling narratives in alignment with the organization’s mission and values.
  • Prepare executive dashboards, compliance reports, funding performance summaries, and recommendations for Executive Leadership and the Board of Directors, as requested.
  • Review reports for accuracy, completeness, consistency, and contractual compliance prior to submission.
OTHER DUTIES AND RESPONSIBILITIES
  • Develop and maintain collaborative working relationships with funders, contractors, community partners, regulatory agencies, and other external partners.
  • Represent organization in meetings related to contract administration and compliance.
  • Support organizational efforts to achieve and maintain, strengthen quality assurance processes, and ensure compliance with regulatory and funding requirements.
  • Other duties as assigned or needed by the organization.
Qualifications
  • Bachelor’s degree in Business Administration, Public Administration, Healthcare Administration, Finance, Nonprofit Management, or a related field; equivalent combination of education and experience may be considered.
  • Three to five years of experience administering contracts, grants, funding agreements, compliance, program evaluation, or project management.
  • Experience summarizing funding agreements, grant requirements, and regulatory standards.
  • Demonstrated experience analyzing program performance, financial, or operational data to identify trends, evaluate outcomes, and support decision-making.
  • Experience developing or maintaining tracking systems, dashboards, spreadsheets, or performance reports used to monitor organizational performance.
  • Experience coordinating multiple deadlines, reporting requirements, and competing priorities.
  • Advanced proficiency with Microsoft Excel, Word, PowerPoint, SharePoint, and database or reporting systems.
  • Strong written communication skills with experience preparing executive reports, compliance documentation, or funding reports.
  • Ability to interpret data and translate findings into practical recommendations that improve program performance, compliance, and organizational effectiveness.
  • Demonstrated ability to build collaborative relationships across organization while managing complex organizational initiatives.
  • Have reliable transportation, valid and current automobile insurance and an insurable good driving record, or access to reliable transportation.
  • Must be able to pass preemployment requirements, which include a criminal and abuse background check.
