Job summary

Worldcastr is seeking an experienced owner to convert public-sector challenges into scoped evaluations, procurement-ready pilots, and expanding contracts from initial qualification through close collaboration with agencies and prime contractors.

You will lead discovery with analysts, engineers, and procurement staff, translating needs into technical and commercial requirements and designing measurable pilots with clear acceptance criteria and milestones.

Qualifications

• 7+ years in public-sector software, infrastructure consulting, planning technology, govtech, or adjacent technical market.
• Experience shaping, selling, implementing, or expanding complex software or data engagements with public agencies.
• Working knowledge of procurement stages, contract vehicles, public budgets, and multi-stakeholder decisions.
• Ability to lead executive discovery with analysts, engineers, planners, and procurement staff.
• Strong project ownership, written communication, negotiation, and commercial judgment.
• Technical fluency to scope data integration, evaluation, security, and deployment requirements.

Responsibilities

• Identify high-value problems with planning agencies, regional councils, state offices, utilities, infrastructure firms, and prime contractors.
• Lead executive discovery sessions and translate needs into technical and commercial requirements.
• Design paid validation pilots with measurable acceptance criteria, milestones, data needs, and decision value.
• Coordinate configuration, data integration, validation, training, and customer adoption with engineering and model owners.
• Own the customer relationship from qualification through pilot acceptance and expansion.
• Navigate procurement, RFI/RFP processes, security reviews, and prime-assisted subcontracting.
• Build business cases and outcome measures differentiating technical performance from customer value.
• Maintain opportunity stages, risks, decisions, and next actions.
• Convert recurring customer needs into product and model priorities.
• Develop reusable pilot scopes, implementation playbooks, proposal material, and procurement checklists.
