Job summary

Necco is seeking an Initial Licensing Specialist to lead recruitment and retention across US locations, manage the certification process, and provide foster parent training. You will build community relationships, maintain records, and ensure timely communication with prospective foster families.

The role requires 21+ years of age, relevant degrees, and 2+ years in human services, with willingness to travel for training and licensing activities.

Qualifications

• Minimum of 21 years of age.
• Bachelor's degree in human services or related field (Kentucky, Georgia, Indiana, Ohio).
• Bachelor's or Master’s Degree in social work or related field, or Board of Regents degree with human service concentration, or bachelor's with approved training (West Virginia).
• Bachelor's or Master's degree from an accredited four-year college or university; must include 7 hours in behavioral sciences; one year can substitute for 7 hours.
• Minimum of 2 years’ experience in the human services field.
• Auto Insurance Coverage of 100/300/100 and valid driver’s license.
• Experience with Training.
• Excellent computer skills and ability to learn new programs.
• Excellent communication and organizational skills.
• Successful completion of all required criminal background checks.
• Travel/Training willingness.

Responsibilities

• Lead recruitment and retention strategies across all US locations.
• Manage the annual recruitment plan.
• Build relationships with foster parents, local businesses, media, churches, and community organizations.
• Ensure CRM reflects accurate data and timeliness; manage follow-up with prospective foster parents via phone, email, text, and in person.
• Oversee certification process including home study and state licensing requirements.
• Provide foster parent training classes per state requirements.
• Maintain foster parent records and pipeline data; oversee capacity and utilization.
• Provide on-call advisory support to foster families on a rotating schedule.
