Berkeley Services Group is seeking an FM Solutions & Operations Support Engineer to provide centralized technical and operational support across the Facilities Management portfolio. You will act as a key interface among Operations, BD, Mobilization, Engineering, Procurement, HSE and other support functions.

The role strengthens the FM management structure by delivering site assessments, mobilizations, operational readiness and portfolio-level support across multiple projects.

Qualifications

  • Bachelor's degree in mechanical/electrical/building services or related engineering.
  • 8–12 years of relevant experience in Facilities Management, MEPO operations or technical FM.
  • Strong cross-functional coordination across Operations, BD, Procurement and Finance.

Job description

FM Solutions & Operations Support Engineer

The FM Solutions& Operations Support Engineer will provide centralized technical andoperational support across the Facilities Management portfolio, acting as a keyinterface between Operations, Business Development, Mobilization, Engineering,Procurement, HSE and other support functions.

The position isintended to strengthen the existing FM management structure by providingdedicated support for site assessments, new project mobilizations, operationalreadiness, technical solutions, tender support, project transitions,performance improvement and day-to-day operational requirements.

The role willnot replace the responsibilities of individual FM Managers or FM Engineers.Instead, it will operate as a central support and intervention function,enabling project teams to maintain focus on daily service delivery whileensuring that new opportunities, mobilizations, technical challenges andportfolio-level requirements receive adequate management attention.

2. Key Responsibilities
A. Site Visits & TechnicalAssessments
  • Conduct technical site visits for new tenders, existingprojects, variations and potential FM opportunities.
  • Assess MEP systems, civil infrastructure, specialist systemsand overall facility conditions.
  • Review asset registers, equipment condition, maintainability,accessibility and operational constraints.
  • Identify technical risks, resource requirements, specialistsubcontractor requirements and potential operational challenges.
  • Prepare technical observations, site survey reports, conditionassessments and recommendations.
  • Support the development of preliminary manpower, equipment,tools, consumables and specialist service requirements.
  • Coordinate with Operations and Business Development teams toensure that technical assumptions are practical and commerciallysupportable.
  • Lead/support FM mobilization activities following award of newcontracts.
  • Develop and coordinate mobilization plans, responsibilitymatrices, trackers and readiness schedules.
  • Coordinate manpower deployment, technical resources, tools,equipment, uniforms, vehicles, accommodation and other operationalrequirements with the relevant departments.
  • Support preparation and verification of asset registers and PPMschedules.
  • Coordinate specialist subcontractor onboarding andstatutory/technical requirements.
  • Support CAFM implementation and operational data preparation.
  • Establish reporting structures, escalation matrices andoperational communication protocols.
  • Monitor mobilization milestones and highlight risks requiringmanagement intervention.
  • Conduct operational readiness reviews prior to commencement ofservices.
  • Support the transition from mobilization stage intosteady-state FM operations.
C. FM Operations Support
  • Provide direct operational support to FM Managers, FM Engineersand site teams across the portfolio.
  • Support resolution of complex technical and operational issuesrequiring management-level intervention.
  • Assist project teams during client escalations, majorbreakdowns, incidents and service delivery challenges.
  • Review operational performance and identify opportunities forimprovement.
  • Support development and implementation of corrective andpreventive action plans.
  • Conduct periodic site performance reviews and operationalaudits.
  • Support FM Managers in closing outstanding technical,operational and contractual actions.
  • Provide additional management coverage during vacancies, leaveperiods, mobilizations or other temporary resource constraints.
  • Support standardization of FM operational practices acrossprojects.
D. Technical Solutions & Improvement
  • Develop practical engineering and FM solutions for recurringoperational issues.
  • Review maintenance methodologies and recommend improvements toincrease reliability and asset performance.
  • Support root-cause analysis for significant failures andrecurring technical issues.
  • Coordinate with specialist contractors and OEMs where advancedtechnical intervention is required.
  • Identify opportunities for energy efficiency, lifecycleimprovement and operational cost optimization.
  • Support preparation of technical proposals for rectification,replacement, refurbishment and improvement works.
  • Develop technical scopes of work for specialist services andsubcontracted activities.
E. Tender & Business DevelopmentSupport
  • Support Business Development during technical site visits andtender clarification stages.
  • Review RFPs, scopes of work, asset information and clientrequirements from an operational perspective.
  • Assist in developing manpower structures, shift patterns, PPMstrategies, specialist service requirements, tools/equipment requirementsand mobilization assumptions.
  • Review proposed FM solutions to ensure they are operationallyachievable.
  • Identify tender risks, exclusions, dependencies and assumptionsrequiring clarification.
  • Support technical presentations, methodology statements,mobilization plans and operational strategies for major FM bids.
  • Participate in technical clarification meetings when required.
F. Operational Governance &Standardization
  • Support the Director in establishing consistent FM operationalstandards across the portfolio.
  • Develop and maintain standard operational templates,checklists, reporting structures and technical procedures.
  • Support KPI/SLA performance reviews and improvementinitiatives.
  • Monitor recurring operational issues across projects andrecommend portfolio-level solutions.
  • Assist in resource planning and optimization across projects.
  • Support lessons-learned reviews following mobilizations, majorincidents and significant operational challenges.
  • Promote stronger coordination between site Operations andcentral support departments.
3. Role Within the Organization

The position will function as a centralFM Solutions and Operations resource reporting to the Director.

The role will work horizontally across theFM portfolio rather than being permanently assigned to one project.

The position will provide additionaloperational capacity to:

5. Qualifications & Experience

Education:
Bachelor's Degree/Diploma in Mechanical, Electrical, Building Services,Facilities Management or a related engineering discipline.

Experience:
Minimum 8–12 years of relevant experience in Facilities Management, MEPOperations, Engineering Services or Technical Facilities Management, withsignificant UAE/GCC experience preferred.

7. Strategic Requirement for thePosition

The MEP/HardServices division commenced operations in 2022 with approximately 52 teammembers. Since then, the division has expanded significantly and currentlysupports approximately 254 employees across multiple FM contracts andoperational locations.

Despite thissubstantial growth in manpower, project portfolio and operational complexity,the core management support structure has remained largely unchanged.

This position istherefore required to provide additional management capacity and operationalresilience to support the expanded portfolio.

Importantly,this is not intended as an entirely new management layer. The functionhas historically formed part of the MEP/FM organizational structure andcorresponding manpower planning. The position was previously occupied by Fadi,followed subsequently by Adil, and following the departure of thelatter, the position remains vacant.

Accordingly, therequirement represents the continuation and strengthening of an existingoperational support function, rather than the introduction of an additionalorganizational layer.

Maintaining thisposition will allow FM Managers and FM Engineers to remain focused on theirrespective contractual and site responsibilities while providing the Directorwith a dedicated resource for cross-project operational support, mobilizations,site assessments, technical solutions and portfolio-level interventions.

With the continued expansion of the FM portfolio, this structure will improve management bandwidth, operational continuity, mobilization capability, response to client requirements and overall service delivery resilience.
