Qualifications

The mission of the Department of Military is to provide a professional staff of Arkansas State Employees who help maintain and improve the readiness of Arkansas National Guard units through effective fiscal management of State Resources, Human Resource Management, and quality administration of Arkansas National Guard Programs.

Additional job duties and/or day-in-the-life details:

The Fiscal Support Specialist works directly for a program Fiscal Support Coordinator and performs a full complement of fiscal functions and assists with duties associated with all phases of the budget process (e.g., formulation, justification, presentation, and execution). Fiscal Support Specialists perform work assignments consisting of a matrix of program and budgetary functions and organizational components, and advise managers and other officials on requirements for the preparation, documentation, and submission of budget requests. The position compiles program budget data onto worksheets including the costs of salaries, supplies, staff training and projects. Assist in processing invoices, payments, and financial records. Perform data entry and maintain accurate financial records. Assist in the preparation of budget documentation and reports. Review financial documents including Delivery Orders for accuracy and completeness. Respond to basic fiscal inquiries and provide general support to fiscal staff. Assists in managing personnel functions including time management, human resource requirements, on-boarding, retirement, and personnel training documentation. Other duties as assigned by supervisor.

The formal education equivalent of a bachelor's degree in accounting, finance or business related field plus 4 years experience. Knowledge of accounting principles and financial management practices. Strong attention to detail and accuracy. Ability to learn and apply fiscal processes and systems. Good communication skills and the ability to work in a team environment. Proficiency in Microsoft Office applications. Must qualify and receive a Common Access Card, which includes a National Agency background investigation. Must have and maintain a valid driver’s license and be able to meet the eligibility requirements covered by the state insurance policy.
