Position Summary
Serves as the chief financial officer of the library and ensures that financial operations comply with local policies and applicable federal, state, and local financial laws and regulations.
- Develops and maintains a working knowledge of applicable state and federal guidelines and laws related to financial recordkeeping in an Ohio public library.
- Prepares monthly and annual fiscal reports for Board of Trustee meetings; attends Board of Trustee meetings and presents fiscal reports.
- Ensures that all financial records are accurately maintained in accordance with Ohio Administrative Code.
- Receives and deposits funds in the authorized depository(s); Manages the investment of library funds.
- Oversees payments by check and electronic transfer and the processing of all payroll and associated benefit payments.
- Works with the library director to prepare an annual appropriation proposal.
- Advises the Board of Trustees and library director on the financial condition of the library.
- Manages the library’s asset management inventory.
- Oversees and sets procedures to ensure accurate cash handling.
- Writes and maintains Board of Trustee meeting minutes and other Board documentation as directed by the Board.
- Hires, trains, and supervises the Assistant Fiscal Officer.
- Exhibits expert-level knowledge of library policies.
- Utilizes e-mail, voicemail and other library technology to maintain open channels of communication.
- Demonstrates a positive attitude and supports library goals and objectives.
- Performs additional duties as assigned including leading and serving on task forces, committees, etc.
Minimum Qualifications
- Bachelor’s degree in Business or Accounting OR equivalent experience in public entity accounting
- Knowledge of bookkeeping and accounting practices and ability to maintain detailed, accurate accounting
- Ability to handle confidential information with discretion
- Proficiency in the use of common computer software programs and the ability to use library-specific software
- Strong attention to detail
- Bondable
Preferred Qualifications
- Bachelor’s degree in Business or Accounting AND equivalent experience in public entity accounting
- Experience working in a public library
Physical Demands and Working Conditions
- Ability to operate standard office equipment, daily
- Ability to push book trucks with up to 150 pounds of materials on them, rarely
- Ability to perform repeated reaching, bending, climbing and squatting, occasionally
- Ability to work in a team setting
- Requires availability for extended hours as needed
- Requires evenings and weekends as needed
- Requires periodic participation and attendance at events and trainings
- Requires ability to travel to off-site locations
