Fiscal Management Specialist 2

Step into an important role as a Fiscal Management Specialist 2 with the Department of Human Services (DHS). In the Bureau of Financial Management and Administration, you will help ensure that statewide mental health and substance abuse services have the financial resources they need. This position offers the chance to manage major federal grants, analyze funding needs, and support program success. Be part of a supportive team that values problem solving, responsibility, and strong fiscal stewardship.

This position manages federal grants, develops financial reports, and supports budget processes for the Office of Mental Health and Substance Abuse Services (OMHSAS). It ensures funds are tracked, analyzed, and used properly so critical programs remain stable and effective. As a Fiscal Management Specialist 2, you will perform the following duties:

  • Grant Management: Manage federal grants, prepare applications, coordinate reporting, and oversee appropriation requests
  • Budget Development: Compile carryforward budgets, prepare spending plans, and support annual submissions to the Governor’s Budget Office
  • Financial Reporting: Produce and review monthly and annual fiscal reports, resolve concerns, and monitor funding status
  • Fund Closeout: Liquidate unspent grant and contract funds and coordinate federal closeout requirements with the Comptroller’s Office
  • Expenditure Review: Track county spending trends, monitor encumbered funds, and recommend adjustments to maximize available resources

Work Schedule and Additional Information
  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. You will be required to report to 303 Walnut Street, Harrisburg, PA 17101, as listed in this posting, two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS
Minimum Experience and Training Requirements
  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
