Job summary

The Maryland Judiciary is seeking a Fiscal Clerk for the Baltimore County District Court in Towson, MD. The role focuses on reviewing cashier work, recording and reconciling financial transactions, and ensuring accuracy across accounts.

Telework up to 2 days per week may be available based on job functions. Required are a high school diploma and at least two years of fiscal or accounting experience; substitutions include a Bachelor’s degree or Paralegal credentials.

Essential Job Functions

This is a clerical position performing accounting functions in the District Court of Baltimore County. Fiscal Clerks are responsible for reviewing and verifying the work of cashiers and for recording, processing, maintaining, and reconciling financial transactions to include, but not limited to, deferred payments, bond forfeitures, bad checks, expense forms, revenue refunds, and CD or transcript requests.

Essential Duties And Responsibilities
  • Reviews and verifies the work of cashiers including validation of payments, overages, shortages, voids, and cashiering reports.
  • Responsible for financial transactions including accounts receivables, deferred payments, bond forfeitures, requests for recordings and transcripts, daily deposits, and account reconciliations.
  • Reconciles agency accounting systems to fiscal accounting systems, locates and researches differences, traces discrepancies, completes adjustments, and maintains audit requirements.
  • Verifies commissioners cash bonds, receipts, and transmittals. Makes related entries into MDEC. Verifies and tracks external bonds.
  • Provides interpretation and guidance to employees, district court headquarters, related agencies, and the public regarding fiscal operations.
  • Creates, updates, and implements automated spreadsheets, ledgers, and reports using accounting software packages.
  • Remains up to date and accountable for accounting policies and procedures (both internal and District Court Headquarters), Gears procedures and auditing requirements. Reports all errors errors and problems to the accounting supervisor.
  • Completes additional assignments, training, tasks, and projects as assigned by the Fiscal Acct Supervisor, Administrative Clerk, or District Court Headquarters.
Minimum Qualifications
  • Education: High school diploma (or GED Equivalent).
  • Experience: Two (2) years of fiscal or accounting work experience.
  • A Bachelor?s Degree may substitute the required work experience.
  • A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
  • A Paralegal Certificate may substitute one (1) year of required work experience.
Knowledge, Skills, And Abilities
Knowledge of:
  • Generally Accepted Accounting Principles (GAAP) or Governmental Accounting and Financial Reporting Standards (GASB).
  • Principles and practices of bookkeeping and accounting in order to review, verify, record, adjust, and balance financial transactions.
  • Office equipment including, but not limited to, computers, telephones, copiers, scanners, fax machines, etc.
Skill In:
  • Managing priorities to meet critical deadlines while multitasking.
  • Customer service and handling problems tactfully and patiently.
  • Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
  • Accuracy and attention to detail.
  • Analyzing records, reports, and other business and financial documents and noting details and facts pertinent to the audit assignment.
  • Organization and time management.
  • The use of Microsoft Office products to include, but not limited to, Excel, Word, PowerPoint, Outlook, etc.
Ability To:
  • Acquire knowledge of Maryland Judiciary procedures, rules, practices, regulations, and jurisdictional courts.
  • Communicate clearly, tactfully, and effectively both verbally and in writing.
  • Learn and apply job-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers.
  • Perform a full range of basic accounting procedures.
  • Interpret, apply, and follow a variety of written or verbal instructions.
  • Establish and maintain effective working relationships with other employees, superiors, and/or the general public.
  • Exercise tact, diplomacy, and impartiality in dealing with the public.
Perform All The Essential Functions Of The Position.

Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.

Physical Requirements

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Equipment, Machinery And Tools

Personal computer, scanner, copier/fax machine, calculator, telephone. These tools are used to process the daily accounting work and to communicate with the general public, attorneys, and other government agency representatives.

Software And Computer Skills

MDEC is used to verify and update the case financials as needed. Excel is used to verify accounting data and totals, record adjustments, chargebacks, deposits, etc. Outlook and Teams are used to communicate with coworkers, other departments and District Court Headquarters. Adobe is used to view, create, and modify PDF documents.
