  • Trace and reconcile financial transactions and prepare supporting documentation.
  • Prepare year-end closing adjustments and accruals using WSDOT systems.

The Opportunity

WSDOT is looking for a skilled and detail-oriented Fiscal Analyst 2 to join our team in Shoreline, WA! In this role, you’ll play an important part in ensuring the financial activities that support our region are accurate, accountable, and aligned with state and federal requirements. You’ll apply your financial expertise to review and analyze complex transactions, identify issues and trends, and help ensure resources are managed responsibly and effectively.

What to Expect

Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will:

  • Ensure compliance of financial transactions and/or related transactions
  • Ensure compliance of documentation supporting a transaction with various payment and/or procurement requirements and ensure expenditure coding components and requirements are applied correctly.
  • Verify and validate payment transactions for completeness, accuracy, and compliance with policy and procedures.
  • Examine payment documents to ensure correct amounts are disbursed, appropriate coding components are applied, and payments comply with relevant federal, state and agency procurement and payment requirements.
  • Analyze payment documents and financial transactions.
  • analyzing expenditure data to determine if project charges or coding corrections are needed.
  • Analyze, interpret, and reconcile expenditure and payment activity.
  • Trace or track financial transactions.
  • Prepare and produce documentation.
  • Prepares fiscal year end closing adjustments and accrual journal vouchers using WSDOT financial systems, information retrieval systems, and various software applications
Qualifications

To be considered for this opportunity, the following competencies are required:

  • Communication Skills: Strong communication skills both in written and verbal form to effectively communicate information to internal and external customers.
  • Microsoft Suite Proficiency: Proficient with MS Office Suite products, including Word, Excel, and Outlook
  • Organization Skills: Strong organizational and administrative skills, including the ability to track multiple requests, maintain accurate records, and manage several tasks or processes simultaneously.
  • Fast-Paced Work: Ability to work effectively in a fast-paced environment with changing priorities while coordinating activities with multiple offices, vendors, and partners.
  • Financial Analyst: Ability to review, analyze, and interpret financial information and reports, as well as analyzing and correcting discrepancies.

The following qualifications are also required:

  • Ability to maneuver and transport various materials and/or equipment weighing up to 25 pounds.

It is preferred that qualified candidates also demonstrate:

  • Accounting, Auditing & Budgeting: Demonstrated knowledge and experience applying accounting, auditing, and budgeting principles to analyze financial activities, transactions, and data. Ability to apply Generally Accepted Accounting Principles (GAAP) and applicable state and federal requirements to support accurate and accountable financial management.
  • Financial Analysis & Compliance: Demonstrated ability to review, analyze, reconcile, and interpret complex financial data and transactions; identify discrepancies or trends; research and resolve issues; and ensure financial activities comply with applicable state and federal regulations, agency policies, and established accounting practices.
  • State & Federal Financial Policies: Demonstrated knowledge and ability to interpret and apply state and federal budget and financial requirements, including the State Administrative and Accounting Manual (SAAM), Office of Financial Management (OFM) requirements, agency policies, procedures, directives, and applicable accounting and purchasing standards.
  • Accounts Payable, Receivables & Travel: Demonstrated knowledge and ability to process, review, reconcile, and resolve financial transactions involving accounts payable, cash receipts, travel, and related fiscal activities while ensuring accuracy, proper documentation, and compliance with applicable requirements.
  • Financial Systems & Data Management: Demonstrated ability to navigate, query, enter, retrieve, extract, reconcile, update, and correct financial data using accounting, financial reporting, and data retrieval systems. Ability to work with multiple integrated financial systems and databases to research transactions, identify discrepancies, and produce accurate financial information.
  • WSDOT Financial Systems: Demonstrated ability to use financial and data systems to support accounting and fiscal operations, including systems such as TRAINS, PCMS, CICS, Cognos, FIRS, and ECM, or comparable financial, accounting, and enterprise data systems.
  • Financial Reporting & Data Interpretation: Demonstrated ability to interpret financial information and data produced by accounting, financial reporting, and integrated enterprise systems; evaluate the accuracy and completeness of information; and use financial data to support reporting, reconciliation, analysis, and decision-making.
  • Attention to Detail & Problem Solving: Demonstrated ability to identify discrepancies, research complex financial issues, determine appropriate corrective actions, and resolve problems while maintaining accurate records and documentation.

  • This recruitment may also be used to fill additional positions per business needs.
  • This position offers flexible/hybrid remote work options, however 2 days a week in the office is required at our Shoreline office.
  • The salary listed includes the legislative approved 5% salary premium for positions in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
