Job summary

Washington State Department of Transportation (WSDOT) seeks three Fiscal Analyst 3 professionals for the Local Programs Division, Program Management team in Lacey, WA. You will manage agreements, analyze project funding, reimbursements, and expenditures, and ensure compliance with GAAP, federal, and state regulations.

Responsibilities include establishing funding profiles, reviewing transactions, and providing financial guidance to local agencies and program managers.

Qualifications

Responsibilities

  • Establish and modify payable and reimbursable agreements, task orders, and funding profiles for local agency projects.
  • Analyze funding, encumbrances, and activity to ensure GAAP and state/federal compliance.
  • Review documentation, calculate funding participation, ensure transactions align with authorized limits.
  • Research and reconcile financial activity for ~1,400 projects across multiple systems.
  • Prepare financial reports and information for funding decisions and agreement modifications.
  • Provide guidance and training to staff on agreements and financial processes.
  • Review, audit, and process project reimbursements and accounts payable transactions.
  • Prepare budgets and expenditure information for management and partners.
  • Provide technical assistance for supplements, reimbursements, and compliance.
  • Support improvements to financial tracking and reporting applications and train staff.

The Opportunity

WSDOT is seeking three detail-driven and analytical Fiscal Analyst 3 positions to join the Local Programs Division’s Program Management team in Lacey, WA. These positions play an important role in the financial management of local agency transportation projects throughout Washington. Depending on the assignment, you may focus on managing agreements and funding, analyzing project financial activity and compliance, or reviewing and processing expenditures and reimbursements.

Using multiple financial systems, you will analyze complex financial information, ensure compliance with federal and state requirements and WSDOT policies, and provide financial guidance that supports effective project delivery and planning. Your work will help ensure billions of dollars in public transportation funds are accurately managed and used to advance projects on time and within budget.

What to Expect

The specific duties and areas of focus vary by assignment. Among the varied range of responsibilities held within these roles, you may:

Agreement Role
  • Establish and modify payable and reimbursable agreements, task orders, and funding profiles for local agency transportation projects using multiple financial systems.
  • Analyze project funding, encumbrances, and financial activity to ensure compliance with Generally Accepted Accounting Principles (GAAP), federal regulations, state requirements, and WSDOT policies.
  • Review agreement documentation, calculate funding participation percentages, and ensure financial transactions are established accurately within approved authorization limits.
  • Research, monitor, reconcile, and analyze financial activity for approximately 1,400 transportation projects using multiple state and federal financial systems.
  • Compile financial reports, analyze data, and prepare information that supports funding decisions and agreement modifications.
  • Provide guidance and training to Local Programs staff and local agency partners on establishing and modifying agreements and financial processes.
Reimbursement Role
  • Review, audit, verify, correct, and process project reimbursements and accounts payable transactions, ensuring expenditures are properly qualified, classified, and processed accurately and timely.
  • Compile and analyze financial reports and prepare budget and expenditure information for management, regional staff, federal partners, and local agencies to support project delivery and financial planning.
  • Provide detailed financial information and technical assistance to regional staff and local agencies to support agreement supplements, reimbursement activities, and compliance with federal and state funding requirements.
  • Support improvements to financial tracking and reporting applications and provide training to staff and local agencies on new systems and procedures.
Qualifications
  • GAAP and Governmental Accounting: Applies Generally Accepted Accounting Principles (GAAP) and governmental accounting practices to financial agreements, revenue recognition, accounts receivable, and fiscal transactions.
  • Financial Reporting: Interprets financial reports and performance measures to evaluate agreements, encumbrances, reimbursements, expenditures, receivables, payables, and related fiscal activity.
  • Financial Analysis: Analyzes, reconciles, and validates accounting data to ensure accurate financial reporting and recording of fiscal transactions.
  • Research and Problem Solving: Researches complex accounting issues across multiple financial systems, and determines appropriate corrective actions.
  • Communication: Communicates complex financial information clearly and effectively through written and verbal communication with a variety of audiences.
  • Professional Judgment: Works independently, exercises sound judgment, and makes appropriate decisions within assigned authority.
  • Organization and Prioritization: Manages competing priorities, organizes work effectively, and completes assignments accurately within established deadlines.

It is preferred that qualified candidates also demonstrate:

  • Public Sector Fiscal Knowledge: Knowledge of federal and state fiscal regulations governing public-sector accounting, including Federal 2 CFR Part 200 requirements.
  • Financial Systems Expertise: Knowledge of enterprise financial, receivable, and reporting systems used to manage and report fiscal activity.
  • Financial Communication: Translates complex accounting and financial information into clear, concise, and actionable guidance.
  • Enterprise Accounting Systems: Uses enterprise accounting systems to research data, prepare financial entries, and support accurate fiscal reporting.
  • Financial Consultation: Provides fiscal guidance to program managers and stakeholders regarding accounting treatment and financial impacts.
