Job description

The City of St. Cloud Fire Department seeks a Data Analyst and Technology Specialist to transform raw operational, incident, and administrative data into actionable intelligence, enabling data driven decision making and regulatory reporting. This onsite role is based in Saint Cloud, Minnesota.

Overview

The position focuses on converting diverse data streams into insight that supports performance measurement, compliance, and informed staffing decisions. The analyst will work with command staff to produce timely reports, dashboards, and analyses that reflect both real time operations and historical trends.

Responsibilities
  • Respond to data analysis requests from command staff by querying records management systems and producing reports that convey actionable information.
  • Gather data and interpret, analyze, and prepare reports and surveys; interpret project outcomes on a monthly, quarterly, and yearly basis.
  • Develop reports on CAD data, response times, apparatus and equipment maintenance, risk management, pre incident surveys, community risk data, and incident report data to measure performance against established standards.
  • Analyze incident data to identify high risk locations, repeat incidents, and emerging hazards.
  • Oversee Global Information Systems (GIS) applications, providing mapping support and GIS assistance.
  • Research background information to assist personnel with inquiries.
  • Identify service gaps and recommend deployment or staffing adjustments.
  • Serve as system administrator for the Fire Records Management System (RMS), including fire reporting, EMS reporting, inspection records, training records, and equipment data.
  • Review incident data reports for accuracy as required by the Department, State, and Federal agencies as part of NERIS, determine necessary changes in reporting procedures, resolve user problems, and prepare internal reports.
  • Maintain readiness for Insurance Service Office (ISO) and Occupational Safety and Health Administration (OSHA) reviews, accreditation processes, and grant audits.
  • Provide legally defensible data for litigation, insurance, and public records requests.
  • Develop easy to read dashboards for command staff, displaying real time metrics and historical trends.
  • Create specialized reports for training needs, apparatus replacement planning, and incident type forecasting.
  • Monitor unit utilization rates, apparatus usage, station workload distribution, and resource deployment efficiency.
  • Perform other work as required and assigned.
Requirements
  • Bachelor’s degree in Data Analytics, Fire Science, Emergency Management, Computer Science, Information Technology, Geographic Information Systems, or related fields.
  • Demonstrated working knowledge of current software and systems used for data analysis, reporting, and information management within a public safety or municipal setting.
  • Valid Minnesota driver’s license, unrestricted except for corrective lenses.

Schedule

The typical work hours are 8:00 to 4:30 p.m., with potential after hours, evenings, and weekend work as needed.

Paid Leave
