Bering-Alaka`ina Holdings, LLC is seeking a Fire Chief to oversee the Fire & Emergency Services (F&ES) program in support of the U.S. Navy at Pacific Missile Range Facility on Kaua'i, Hawai'i.

The role reports to the Security and Emergency Services Manager and leads a 24/7 firefighting team, ensuring compliance with NFPA standards and DoD directives. The Chief will develop training, OSH, and prevention programs, manage resources and budgets, and liaise with military and civilian stakeholders.

Qualifications

• High School diploma required.
• Driver's license required.
• Professional Certifications: Fire Officer IV, Fire Inspector III, Fire Instructor II, NFPA 1582 medical requirements.
• HazMat - Incident Command knowledge required.
• At least 15 years in a full-time fire department; 8 years as supervisor/chief; 4 years in lead position; ARFF experience.

Job description

Bering-Alaka`ina Holdings, LLC is looking for a Fire Chief to provide support for our government customer in Kaua'i, Hawai'i.

Directly responsible to the Security and Emergency Services Manager for the management, administration, and operational effectiveness of the Fire and Emergency Services (F&ES) Program in support of the U.S. Navy at Pacific Missile Range Facility. Establishes and maintains a comprehensive, installation-specific hazard identification, reduction, code enforcement, and public education program. Responsible for compliance with contractual requirements and various professional standards and federal directives. Ensures the professional competence of F&ES personnel and maintains an effective emergency service resource deployment program. Serves as the subject matter area expert for all F&ES matters.

DESCRIPTION OF RESPONSIBILITIES:

• Must be able to effectively manage personnel across a 24‑hour rotating shift operation.
• Responsible for administering appropriate corrective or disciplinary action, as needed to maintain a professional and well‑disciplined firefighting workforce.
• Ensure fire apparatus, emergency vehicles, protective equipment, communication systems, facilities, and supplies are properly inspected, maintained, and ready for use.
• Develops and maintains a highly effective, outwardly focused, fire prevention and education program
• Develops and maintains a highly effective, application-focused, F&ES training and education program
• Develops and maintains a highly effective, risk‑managed‑focused, F&ES occupational safety and health (OSH) program
• Equips, trains and maintains a highly skilled emergency service team to effectively handle various incidents: medical, airfield, structure, brush/wildland, shipboard, hazardous materials, water rescue, entrapments (vehicle, confined space), etc.
• Develops and maintains a self‑inspection program to track department compliance to F&ES requirements: Management, Training, Fire Prevention, OSH (NFPA 1500), and Emergency Dispatch
• Produces written correspondence required by F&ES requirements to include as a minimum: operating procedures, risk assessments, checklists, incident action plans, deployment plan, pre‑fire plans, financial plan, strategic plan, standard of cover, annual report, goals, and annual compliance report (CFAI)
• Assumes fiscal responsibility of company funds. Identifies needs and expenditures and ensures execution of funds is accomplished in a cost‑effective means.
• Prepare detailed Action Plans (IAPs) and operation briefings for scheduled missile test operations, exercises, and VIP visits.
• Performs other duties as required.

Office conditions are varied and include physical tasks including lifting, pushing or pulling over 50 pounds (with a 2‑person assist). Physical positions will include but not be limited to walking or standing or sitting for extended periods of time. The environment will include customer contact, extended workdays, in a confined office laboratory work area, with field assignments, sometimes in inclement weather.

Must meet the medical requirements outlined in NFPA 1582, comprehensive occupational medical program for fire departments

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

• High School
• Must have a current Driver's License
• Must have the following Professional Certifications (IFSAC or ProBoard
  • Fire Officer IV
  • Fire Inspector III (NOTE: exceeds DoD F&ES Certification position standard)
    • Fire Instructor II
    • NFPA 1582 medical requirements
  • Necessary due to Fire Prevention Program staffing and responsibilities.
  • HazMat - Incident Command
  • Firefighter

REQUIRED SKILLS AND EXPERIENCE:

• Knowledge of F&ES governing regulations (DoD, CFR), national consensus standards (NFPA), and national accreditation requirements (CFAI)
• Knowledge of risk management principles, practices and procedures
• Ability to assess and target compliance to professional and customer requirements.
• Ability to direct operations while operating under stressful, dangerous conditions
• Ability to effectively communicate both orally and in writing
• Ability to build and foster positive relationships in and outside the community, and within the F&ES workforce (union, non‑union)
• Fifteen (15) years' experience in a full‑time fire department
• Eight (8) years' experience as a supervisor / Chief Officer
• Four (4) years of experience in a lead position (Lieutenant, Crew Chief).
• One (1) year experience with aircraft rescue and firefighting (ARFF)
• Additional Education can be used to meet work experience.
• Has enough knowledge of risk & compliance mgmt. principles to effectively manage union & non‑union workforce
• Must possess strong writing skills.
• In‑depth knowledge of modern firefighting principles, life‑safety engineering, emergency medical delivery, hazardous materials mitigation, and technical rescue.
• Comprehensive understanding of DoD Fire & Emergency Services policies (e.g., DoD Instruction 6055.06, 11320.23H, CNIC regulations, UFC standards, NFPA standards).
• Proven ability to exercise calm, decisive operational command during high‑stress emergency incidents.
• Strong written and verbal communication skills, with demonstrated experience authoring administrative policies, strategic documents, and technical reports for senior military leadership.
• Exceptional interpersonal skills with the ability to maintain collaborative working relationships across military branches, civilian agencies, and local community stakeholders
• Prior military fire department experience preferred.

REQUIRED CITIZENSHIP AND CLEARANCE:

• Must be a U.S. Citizen
• Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.

COMPENSATION DETAILS:

• $110,000.00
• The compensation range or hourly rate provided is a good faith estimate at the time of posting. Final compensation will be determined based on qualifications, experience, skills, internal equity, market conditions, and applicable laws.
