Job Overview

Position: Financial Services Examiner 1 (Trainee 1 level). This role monitors financial services activities, reviews documents and operations for compliance, assists parties, prepares reports, and handles routine regulatory tasks. Extensive travel required.

Responsibilities
  • Monitor various types of financial services activities according to statutory responsibilities.
  • Review and analyze documents, transactions, operations, and data for compliance with financial services laws, rules, and regulations.
  • Assist consumers and financial services institutions in resolving problems by interpreting program guidelines and regulations.
  • Prepare narrative reports and draft correspondence concerning regulatory and examination programs and standards.
  • Personally handle routine regulatory activities.
  • Travel extensively, including overnight travel; must maintain valid NY state driver’s license or other means to meet travel needs.
  • Field work and travel expenses reimbursed on a fixed schedule.
Qualifications
  • Knowledge of GAAP and SSAP.
  • Ability to research and apply state laws, department regulations, NAIC statutory accounting practices, and FDIC regulations.
  • Knowledge of exam planning procedures, internal controls, sampling techniques, testing procedures, work paper preparation/documentation, review procedures, and report writing.
  • Knowledge of financial analysis techniques and ratios.
  • Understanding of enterprise risk management functions of insurers.
  • Critical thinking and decision making based on timely analysis.
  • Ability to understand and evaluate risks, risk mitigation strategies, and controls.
  • Strategic thinking and organization.

Minimum Qualifications
  • Bachelor’s degree or higher in accounting, auditing, economics, econometrics, business economics, finance, financial administration, mathematics, applied mathematics, mathematical sciences, statistics, actuarial science, or taxation, or equivalent.
  • Or Bachelor’s degree plus 24 semester credit hours in the same fields.
Appointment and Training

Applicants will be appointed at the Trainee 1 level and participate in a two‑year traineeship providing classroom and on‑the‑job training and performance evaluations. After one year of satisfactory service, advancement to Trainee 2 (Grade 16 salary) occurs automatically. After an additional year, advancement to the journey‑level title (Grade 18 salary) occurs automatically.

NY HELPS Program

Title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). No examination required; candidates must meet minimum qualifications. After appointment, non‑competitive status may convert to competitive status within one year.

Transfer and Eligibility

Must meet eligibility for the Governor’s Program to Hire Individuals and Veterans with Disabilities as described in Civil Service Law. Must have one year of permanent competitive service for transfer via Section 70.1. No two consecutive upward 70.1 or 52.6 transfers without an intervening eligible appointment if transfers exceed two salary grades.

Salary & Location

Salary range: $53,764 (Trainee 1) – $85,138 (Grade 18). Additional adjustments for certain counties: $4,000 annual downstate adjustment plus county‑specific equities as listed.

Locations: New York City metropolitan area, Suffolk, Nassau, Rockland, Westchester, Bronx, Kings, New York, Queens, Richmond, Westchester, and surrounding counties.

Permanent, contingent permanent, temporary, or non‑competitive.
