Job summary

The South Carolina Treasurer's Office is seeking a Financial Reporting Lead responsible for coordinating accounting functions within the Treasury Management Division, ensuring accurate reconciliations, and supporting reporting and analysis tasks.

This role requires collaboration, process documentation, and the ability to manage complex financial reports for internal and external stakeholders, while supporting daily depositary activities and maintaining control books on FMS and SCEIS.

Qualifications

  • Bachelor's degree in Accounting, Finance, or Business Management.
  • At least three years of full-time fiscal experience in accounting, finance, or auditing.
  • Prior experience reconciling bank accounts daily.
  • Knowledge of accounting, auditing, budgeting, and financial management.

Responsibilities

  • Coordinate and manage accounting functions and/or special projects in Treasury Management, documenting processes for efficiency.
  • Back-up to Accountant/Fiscal Analyst roles in daily depositary activities, ACH/check processing, and court fees; maintain control books in FMS and SCEIS.
  • Lead financial reporting while communicating issues to management in a timely manner.
  • Prepare complex financial reports for internal and external promulgation.
  • Manage STO security and related issues for the role.

Under limited supervision, this position will be responsible for the coordination and management of Financial Reporting and certain bank accounting functions within the Treasury Management Division, ensuring that reconciliations are performed in the most efficient manner possible. Also serves as support in various reporting and analysis tasks as assigned.

As a Financial Reporting Lead Your Responsibilities Will Include
  • Responsible for the coordination and management of accounting functions and/or special projects of Treasury Management Division as assigned, appropriately documenting, leveraging technology for maximum efficiency, and communicating issues or delays encountered to management in a timely manner.
  • Cross train and act as a back-up to various Accountant/Fiscal Analyst I roles in support of daily depositary activities and ACH/check daily activities, courts fees and fines, and performs professional accounting duties in updating and maintaining control books on the State Treasurer's Financial Management System (FMS) and SCEIS; analyzes financial reports pursuant to internal and external agency requirements and resolves errors.
  • Works collaboratively with all team members and continuously develops and maintains a productive working relationship within the division and the STO. Fully commits in all assigned training requirements and strives to meet the goals and objectives of the assignment. Ensures that work procedures (Desk Procedures, User’s Guides, etc.) are fully developed and maintained in an accurate and usable manner to promote quality outputs.
  • Act as Financial Reporting lead and liaison for division and overall agency.
  • Prepares complex financial reports for internal and external promulgation as required.
  • Manage STO security and arising issues as it relates to the role.

Minimum And Additional Requirements
Agency Minimum Qualifications*:

A Bachelor's degree in Accounting, Finance, or Business Management. At least three (3) years of full-time progressively responsible fiscal experience in accounting, finance, or auditing. Prior experience reconciling bank accounts on a daily basis is required.

  • Knowledge of the principles, practices and theories of accounting, auditing, banking, budgeting, or financial management.
  • Knowledge of laws, regulations, and policies applicable to the area of employment.
  • Knowledge of state governmental fiscal and budgetary processes.
  • Knowledge of office management and organizational concepts.
  • Knowledge of EDP financial information and reporting systems.
  • Ability to proficiently apply mathematical concepts.
  • Ability to plan and implement a financial management program.
  • Ability to interpret and analyze complex financial data and reports.
  • Ability to plan, assign, review, and supervise the work of others.
  • Ability to communicate effectively both orally and in writing.

Must be able to safely lift and carry files, books and reports weighing up to 20 lbs. Must be able to sit, stand, and walk for intermittent periods of time. Must be able to reach, bend, and twist at the waist to perform filing, desk work and operate general office equipment.
