Job summary

The State Treasurer's Office in South Carolina seeks an Accounting/Fiscal Manager I to oversee daily banking operations for the Treasury Management Division and maintain the General Deposit Reconciliation System, ensuring deposits reconcile and deadlines are met.

The Depository Reconciliations Lead will improve processes, document procedures, and cross-train staff, while collaborating with agencies and banking partners on reconciliations, ACH activity, and related GL work.

Qualifications

  • Lead special projects like MID Merchant Card services, new GL structures, CRA accounts, and digital conversions.

Job description

The Accounting/Fiscal Manager I will manage the day to day banking operations activities for the Treasury Management Division, as well as maintain a smooth workflow to ensure deadlines are met. This position will also maintain the State Treasurer’s General Deposit Reconciliation System to include monitoring the posting of State deposits to assure compliance with tolerable variances and assisting in developing enhancements to the State Treasurer’s General Deposit Reconciliation System.

As a Depository Reconciliations Lead your responsibilities will include:
  • Manages the day-to-day activities of the banking operations section related to Depository Accounts. Provides for deposit of funds for other divisions, State agencies and the cash desk/banking team as necessary. Coordinates the preparation of the reconciliation of all the State's consolidated commercial General Depository Bank accounts to the records of SCEIS. Responsible for researching situations when files are out of balance; using analytical skills and ensuring corrective action is taken.
  • Responsible for ensuring that assigned reconciliations are performed in the most efficient manner possible, procedures are appropriately documented, and team members are appropriately cross trained. Establish and update processes that leverage technology, maximize efficiency and protect the audit trail of all bank and general ledger activity. Ensure procedures are properly documented and team members are appropriately cross trained.
  • Manage the research of unclaimed deposits, utilizing banking reports and search tools while coordinating with agencies and documenting results. Research ACH activity and work with bank contacts to aid in research. Post bank adjustments for assigned bank reconciliations. Provide backup support for posting bank account funding journal entries, cash management entries, and returned check entries.
  • Works collaboratively with all team members and continuously develops and maintains productive working relationships within the State Treasurer’s Office, other state agencies and banking partners. Fully commits to all assigned training requirements and strives to meet the goals and objectives of the assignment. Cross training within this unit will be emphasized such that redundancies exist, and all accounts are covered at all times.
  • Special Projects as assigned, to include but not limited to the MID Merchant Card services, creation of the new Depository Banks related GL structures, new CRA accounts, and Digital Conversion Services.

Agency Minimum Qualifications*:

A Bachelor's degree in accounting, finance or a business related field and three years of progressively responsible fiscal experience; or an Associate's degree in accounting, finance or a business related field and five years progressively responsible fiscal experience; or a high school diploma and seven years of progressively responsible fiscal experience. Banking and finance experience required.

*Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.

Additional Requirements:

Extensive knowledge of principles, theories and practices of accounting, banking or management. Must have the ability to direct, plan and organize the work of others. Must have the ability to communicate effectively orally and in writing and express ideas and interpret policies and procedures. Manager must be able to establish and maintain effective working relationships and be able to comprehend and logically analyze situations before rendering decisions. Must exercise judgement and discretion at all times. Must maintain a pleasant working relationship with bank offices and finance officers of agencies, institutions, and departments in order to expedite the reconciliation of differences so that timely deposits can be made to enhance the effectiveness of a sound cash management program for State government.

Must be able to safely lift and carry files, books and reports weighing up to 20 lbs.
Must be able to sit, stand, and walk for intermittent periods of time.
Must be able to reach, bend, and twist at the waist to perform filing, desk work and operate general office equipment.
