Overview

The Vermont Department of Health (VDH) has an exciting opportunity available for a qualified candidate who is interested in Vital Records, Vital Statistics, and data systems. VDH is currently hiring a Vital Statistics Information Manager in the Division of Health Statistics and Informatics. This position oversees Vermont's Vital Records and Statistics program. The ideal candidate will have knowledge or familiarity with vital records, data systems, data management, program management, contract/grant management, public health and information technology processes.

Required

The Vital Statistics Information Manager oversees the development, maintenance and reporting of Vermont's Vital Records systems. The Information Manager is responsible for the data collected in the various vital records applications, maintaining the databases that hold the data, and for the statistical and other uses of data and information within those systems.

  • Ensures timely and accurate reporting of vital records as required by law.
  • Oversees quality control of submitted records for accuracy and completeness.
  • Provides and oversees assistance and training to healthcare providers, hospitals, town clerks, funeral directors, and other reporters of vital events.
  • Performs and oversees statistical analyses and reporting of vital event data.
  • Collaborates with state and federal partners on data reporting, data quality, and other items.
  • Represents the Vermont Vital Records and Statistics Program at meetings of state and national organizations.
  • Coordinates with Information Technology staff on development and maintenance of vital record data systems.
  • Ensures compliance with federal contract requirements and national standards for vital record data collection and reporting.
  • Authorizes the release of data to internal and external parties in compliance with state and federal law.
  • Supervises analytical, technical, and administrative staff.
  • Performs related and other duties as required.

The position operates in Health Statistics and Informatics Division and reports to Division Director. The Vital Statistics Information Manager is expected to work with key staff such as Registry Managers, program staff and data analysts, and Agency of Digital Services (ADS) staff. This is a supervisory position. Knowledge of Vermont statutes is desired but not required.

The Department of Health supports a work-life balance. Following the orientation period, this position will be eligible for a hybrid schedule and be based in the Waterbury VT office.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed primarily in a standard office setting. Meetings with data users and providers may require some travel, for which private means of transportation must be available. Some work outside of normal office hours may be required.

Minimum Qualifications

Master's degree in Statistics, Epidemiology, Public Health, Public Administration, or a Social Sciences discipline AND six (6) years of professional level work in health-related research, statistics or program evaluation where the activities include data collection planning, systems implementation, and data quality management, including at least three (3) years supervising.

OR

Bachelor's degree in Statistics, Epidemiology, Public Health, or a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences AND eight (8) years of professional level work in health-related research, statistics or program evaluation where the activities include data collection planning, systems implementation, and data quality management, including at least four (4) years supervising.
