Job summary

Crowned Grace International is seeking a Financial Economic Analyst to support CISA's Integrated Operations Division. The role focuses on cost, funding, and financial implications of requirements and proposed solutions, with direct influence on strategy and governance decisions.

The incumbent will develop business cases, life-cycle cost analyses, and cost-benefit analyses while tracking funded, unfunded, and recurring requirements through the development lifecycle.

Qualifications

• Bachelor's degree in economics, finance, accounting, or a related field.
• Seven+ years of financial or economic analysis experience, including at least three years supporting federal budget, cost, or investment analysis.
• Technical skills to evaluate business requirements, document findings, model workflows, and identify improvement opportunities.
• Experience in business analysis and process modeling, and in requirements elicitation, documentation, management, and traceability.
• Experience with business process modeling tools (Visio) and requirements management tools.
• Ability to obtain and maintain a DHS Public Trust fitness determination.

Position Overview

CGINTL is seeking a Financial Economic Analyst to support the Cybersecurity and Infrastructure Security Agency (CISA), Integrated Operations Division (IOD), Office of the Chief of Staff. This role provides financial and economic analysis for IOD's business and mission requirements. The incumbent evaluates the cost, funding, and financial implications of requirements and proposed solutions, supports the management of funded, unfunded, and recurring requirements, and develops analyses that inform IOD strategy and governance decisions.

Key Responsibilities

• Perform financial and economic analysis of IOD business and mission requirements, including cost estimates, life-cycle cost, and affordability analysis.
• Support the management of funded, unfunded, and recurring requirements, tracking them through the development lifecycle until an acceptable solution meets the requirement.
• Contribute the financial and economic sections of Business Requirements Documents and Mission Need Statements in accordance with DHS and CISA IT acquisition standards.
• Develop business cases, alternatives analyses, and cost-benefit analyses that support strategy and governance decisions.
• Document as-is and to-be business processes where they affect cost and resource allocation.
• Communicate findings and recommendations to IOD leadership in a manner aligned with organizational goals.

Required Qualifications

• Bachelor's degree in economics, finance, accounting, or a related
• Minimum of seven (7) years of financial or economic analysis experience, including at least three (3) years supporting federal budget, cost, or investment analysis.
• Technical skills to evaluate business requirements and processes, gather and document findings, model workflows and systems, develop mission need statements, and identify strategic improvement opportunities.
• Experience in business analysis and process modeling, and in requirements elicitation, documentation, management, and traceability.
• Experience with business process modeling tools (such as Visio) and requirements management tools.
• Ability to obtain and maintain a DHS Public Trust fitness determination.

Preferred Qualifications

• Master's degree in economics, finance, or public policy, or a CFA, CGFM, or CCEA credential.
• Experience with DHS Planning, Programming, Budgeting, and Execution (PPBE) or the DHS acquisition lifecycle (MD 102-01).
• Experience with OMB Circular A-11 and A-94.
