Qualifications

Responsibilities

• Serve as the single point of contact for the Contracting Officer and COR, accountable for all contractor work, schedules, deliverables, and quality control.
• Lead quarterly Program Management Reviews and prepare status reports covering progress, staffing, risks, mitigation, and performance improvement recommendations.
• Direct strategic planning, organizational performance assessment, and the development of KPIs, risk indicators, forecast models, and executive dashboards.
• Oversee the development of strategic plans, SOPs, governance frameworks, policy analyses, white papers, and executive briefings.
• Guide knowledge management, data stewardship, and records management programs aligned with NARA, DHS, and CISA standards.
• Direct data analysis, business intelligence, and data visualization services, including Power BI dashboards for situational awareness.
• Lead business and mission requirements analysis, including BRDs, MNSs, and lifecycle requirements.
• Oversee service intake, change requests, SOPs, and stakeholder engagement across HQ and ten regional offices.
• Collaborate with CIO and CDO on data standards, Power Platform governance, SharePoint and ServiceNow architecture, and Section 508 accessibility.
• Recruit, develop, and retain a high-performing delivery team; lead transitions.

Position Overview

CGINTL is seeking an accomplished Strategy & Performance Manager to serve as Key Personnel and Project Manager supporting the Cybersecurity and Infrastructure Security Agency (CISA), Integrated Operations Division (IOD), Office of the Chief of Staff. The Strategy & Performance Manager leads a multidisciplinary team delivering strategy, policy, governance, performance management, information management, data analytics, business analysis, and service delivery support. The Manager is the primary point of contact for the Government, owns delivery across all task areas, and turns complex analysis into clear, decision-ready insight for senior CISA leadership.

Key Responsibilities

• Serve as the single point of contact for the Contracting Officer and COR, accountable for all contractor work, schedules, deliverables, and quality control.

• Collaborate with CIO and CDO offices on data standards, Power Platform governance, SharePoint and ServiceNow architecture, and Section 508 accessibility.
• Recruit, develop, and retain a high-performing delivery team, and lead transition in and transition-out activities.

Required Qualifications

• Master's degree in public administration, Strategy, Economics, Finance, or a related
• Minimum of seven (7) years of supervisory experience.
• Minimum of seven (7) years of documented experience supporting Operations and Planning requirements of comparable size and scope.
• Active Project Management Professional (PMP) certification from the Project Management Institute.
• Demonstrated experience in strategic planning, organizational performance management, business process improvement, and performance measurement.
• Demonstrated expertise in developing KPIs, analyzing organizational performance data, preparing executive reports, leading cross-functional teams, and briefing senior leadership.
• Proficiency in Microsoft Office, Power BI, SharePoint, and SQL.
• Strong technical writing, project management, and stakeholder engagement skills.
• Ability to obtain and maintain a DHS Public Trust fitness determination.

Preferred Qualifications

• Prior support to DHS, CISA, or another federal operation, homeland security, or emergency management organization.
• Experience with Power Apps, Power Automate, ServiceNow, Visio, and Microsoft Project.
• Knowledge of federal records management, CUI, FOIA, and Section 508 requirements.
• Experience with Agile and/or Scrum and with applying AI and emerging technologies to analytics.
• Prior experience serving as Key Personnel on a federal task order.
