Job summary

University of California–Davis Health is seeking a Financial Analyst 3 to independently conduct complex financial analysis and reconcile contracts and grants exceeding $5 million, ensuring sponsor requirements and campus policies are met.

The role involves monthly collaboration with PIs, the CAO, and the Research Manager, plus preparing accurate reports and developing forecasts to guide budgetary decisions. Hybrid work arrangement is available.

Qualifications

  • Finance/budget analysis experience including cost allocation and forecasting.
  • Experience with extramural funds budgeting and forecast.
  • Advanced knowledge of OMB Uniform Guidance for Federal awards.
  • Strong organizational skills under deadlines and demanding workload.
  • Excellent interpersonal, verbal and written communication skills.
  • Proficient in Windows and Microsoft Excel with pivot tables.

Responsibilities

  • Conduct complex financial analysis and reconcile contracts and grants expenditures.
  • Develop budgetary forecasts and implement budget adjustments.
  • Provide pre-award grant administration support.
  • Oversee purchasing, invoice processing and expense reimbursements for contracts and grants.

Job Summary

The incumbent independently conducts complex financial analysis and reconciliation of contracts and grants expenditures in excess of $5 million, ensuring adherence to sponsored award requirements, funding restrictions, and University policies. Research issues, analyze data, prepare reports, make recommendations and meet with Principal Investigators on a monthly basis. Provide accurate monthly financial reports to Principal Investigators, Chief Administrative Officer (CAO), and Research Manager. Develop budgetary forecasts for review and implement budgetary adjustments to ensure effective stewardship of funds and compliance with institutional and sponsor requirements. Provide pre-award grant administration support. Responsible for primary authorization and oversight of purchasing, invoice processing and expense reimbursements for contracts and grants per budgets. Requires a broad knowledge of OMB Uniform Guidance, University and UCDHS policies, procedures, practices and organization.

Minimum Qualifications

  • Bachelor's degree in related area or equivalent experience or training
  • Financial analysis experience including cost allocation, forecasting, and strategic planning to analyze, compile and interpret financial data and reports to present complex data for decision making purposes.
  • Experience working on extramural funds, including detailed budget preparation, assistance with scopes of work, financial analysis and forecasting.
  • Extensive knowledge in federal financial guidelines as stated in OMB Uniform Guidance for Federal awards
  • Proven organizational skills to work with changing priorities, pressure of deadlines, and demanding workload. To use independent judgment to make logical decisions.
  • Ability to plan, anticipate operational needs, forecast deadlines, set objectives/goals, multitask, and coordinate assignments including follow-ups.
  • Proven interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals to secure and/or provide information to clarify situations, resolve problems, and negotiate services and/or agreements.
  • Computer skills to utilize various programs and software for word processing, spreadsheets, and website applications
  • Ability to manage multiple funds involving different accounting procedures including analysis, reconciliation, projection, fiscal closing and grant preparation.
  • Knowledge and experience using standard accounting principles and practices.
  • Experience using Windows-based programs.
  • Advanced knowledge and expertise in the use of Excel, especially pivot tables.
  • Ability to represent the Department in a professional manner.
  • Ability to effectively and efficiently work in an independent fashion in an organized and self-directed manner.
  • Ability to readily adapt to change.
  • Ability to analyze problems, suggest solutions, make decisions, and initiate resolutions actions for the effective management of the purchasing, accounts payable, and accounts receivable activities in the Department.
  • Ability to enhance performance through training and evaluation.
  • Ability to establish and maintain filing systems, databases and spreadsheets. Must be able to coordinate and organize a high volume of record files efficiently.
  • Ability to deal with conflict in a constructive manner and ability to work in a fast-paced environment.
  • Proven critical thinking skills in problem solving complex issues, analyzing and interpreting data and policy and placement of issues into context.
Preferred Qualifications
  • Extensive knowledge of University accounting/financial/grant policies and procedures.
  • Extensive knowledge of University policies and procedures on purchasing, travel, entertainment, transfers of expenses, invoicing and collections.
  • Expertise with university policy and procedures relating to personnel and payroll
  • Proven ability to use and understand computer software and web-based applications to include Aggie Enterprise/Oracle, UC Path, Outlook, Effort Reporting System
