Cherokee Federal seeks a Financial Analyst (Mid) for an onsite role at Hickam AFB, Hawaii. You will manage financial data, monitor budget execution, process funding documents, and support reimbursable billing and audit-ready records.

The ideal candidate has at least five years in financial analysis and three years in military facility or infrastructure contexts, plus CAC eligibility and a favorable background check.

Qualifications

• Bachelor’s degree in finance or equivalent from an accredited institution in the United States.
• Minimum five years of financial-analysis experience.
• Minimum three years of military facility or infrastructure experience.

Responsibilities

• Create, manage, reconcile, and track funding documents in NexGen IT.
• Ensure funding-document activity aligns with transactions in DEAMS.
• Prepare monthly funding-document status reports showing balances, burn rates, and document status.
• Track execution of the CES spend plan, obligations, program element codes, quarterly targets, and 80/20 rule compliance.
• Prepare weekly and monthly budget-execution reviews and status of funds reports.
• Support creation and validation of reimbursable invoices and reimbursable reports.
• Review work tasks and validate costs for reimbursable activities.
• Support shop-rate reviews and identify cost deviations; prepare shop-rate calculation packages.

Job description

This position is onsite at Hickam Air Force Base, Hawaii (Joint Base Pearl Harbor-Hickam), requires a CAC, and a favorable Tier 1/NACI-SF85 background investigation.

Supports the Civil Engineer Financial Manager by managing financial data, monitoring budget execution, processing funding documents, supporting reimbursable agreements, and maintaining audit-ready fiscal records.

Responsibilities

• Create, manage, reconcile, and track Supply and Non-Supply Funding Documents in NexGen IT.
• Ensure funding-document activity aligns with transactions in DEAMS.
• Prepare monthly funding-document status reports showing balances, burn rates, and document status.
• Track execution of the CES spend plan, obligations, Program Element Codes, quarterly targets, and 80/20 rule compliance.
• Prepare weekly and monthly budget-execution reviews and Status of Funds reports.
• Support creation and validation of Reimbursable Invoices and Reimbursable Reports.
• Review work tasks and validate costs for reimbursable activities.
• Support monthly and annual shop-rate reviews, validate labor/material/vehicle costs, and identify cost deviations.
• Prepare shop-rate calculation packages and recommendations for pay-table updates.

Basic Qualifications

• Performs other duties as may be assigned.
• This position requires a Common Access Card (CAC), the ability to pass the U.S. Department of Defense (DoD) clearance to acquire a Common Access Card (CAC).
• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.
• Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications

• Experience with Air Force Civil Engineering financial management, DEAMS, NexGen IT, reimbursable billing, and funding-document processes.
• Experience with Program Element Codes, spend-plan management, shop-rate analysis, and audit support.
• Certified Government Financial Manager, Certified Defense Financial Manager, or comparable certification.

Education, Experience, Knowledge, Skills and Abilities

• Bachelor’s degree in finance or equivalent from an accredited institution within the 50 United States.
• Minimum five years of financial-analysis experience.
• Minimum three years of military facility or infrastructure experience.

Work Environment

Work is performed primarily in a climate-controlled environment.
