Job summary

The City of Houston seeks a skilled finance professional to coordinate and oversee budgeting and financial analysis across departments. You will develop, implement and monitor budgets, generate reports, and provide strategic recommendations to management.

Ideal candidates possess a Bachelor’s degree in a related field and at least four years of professional finance experience, with strong written and oral communication and leadership skills. Willingness to work extra hours as needed is required.

Qualifications

• Four years of professional experience in finance, economics, budget analysis or a closely related field.
• Master’s degree in Finance, Accounting, Business Administration or a closely related field may substitute for two years of the above experience.

Responsibilities

• Coordinates and directs the development, implementation and monitoring of various financial activities, policies and procedures to effectively manage budgets, programs, and systems.
• Forecast and analyze weekly, monthly and annual expenditures.
• Proficient in analyzing financial information and providing variance and forecast analysis and reports.
• Acts as a liaison for client departments and participates in projects as requested by management.
• Provide technical assistance, financial analysis, and budget analysis to various departments as necessary.

DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

Coordinates and directs the development, implementation and monitoring of various financial activities, policies and procedures to effectively manage budgets, programs, and systems. Responsibilities include, but not limited to the following:

• Undertaking in-depth analysis, make recommendations to management.
• Generates and oversee various budget and financial reports and others as requested by management.
• Maintains budgeting and accounting policies and procedures for the section.
• Forecast and analyze weekly, monthly and annual expenditures.
• Proficient in analyzing financial information and providing variance and forecast analysis and reports.
• Review financial material and make recommendations as appropriate. Acts as a liaison for client departments.
• Participates in projects as requested by management.
• Provide technical assistance, financial analysis, and budget analysis to various departments as necessary.
• Coordinates and conducts special projects.
• The ideal candidate will have strong written and oral skills and be able to think critically and creatively.
• Must possess strong leadership and interpersonal skills; detail oriented with strong organizational and time management skills. Must be a self-starter and committed to completing tasks timely, which will include working additional hours and/or over the weekend as needed.
• Demonstrated customer service skills; ability to establish and maintain effective working relationships with employees, internal and external stakeholders.
• Perform other duties as requested by division and department head.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.

EXPERIENCE REQUIREMENTS

Four years of professional experience in finance, economics, budget analysis or a closely related field are required. Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
