Job summary

The City of Houston's Houston Public Works department is seeking a Financial Analyst III to support budgeting, policy development, and financial analyses to effectively prepare budgets and special projects.

Responsibilities include processing and capitalizing purchased assets and HPW/CUS projects, preparing year-end accruals, creating journal entries, and assisting with asset management and SAP-based reporting.

Qualifications

• Requires a Bachelor’s degree in Finance, Accounting, Business Administration or closely related field.
• Three years of professional experience in finance, economics, budget analysis or a closely related area are required
• A Master’s degree may substitute for two years of experience

GENERAL SUMMARY

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.

MINIMUM EDUCATION REQUIREMENTS

Requires a Bachelor’s degree in Finance, Accounting, Business Administration or closely related field.

MINIMUM EXPERIENCE REQUIREMENTS

Three years of professional experience in finance, economics, budget analysis or a closely related area are required

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in Business Administration, Finance, Accounting, or closely related field may be substituted for two years of the above experience requirement.

MINIMUM LICENSE REQUIREMENTS

None

Qualifications

Bachelor’s or master’s degree in Accounting/Finance.

A Certified Public Account (CPA) license or a CPA candidate applicant.

Strong background and knowledge in financial statement preparation, asset management accounting, and SAP experience

Proficiency in Microsoft Office products (Excel, Word, and PowerPoint).

Strong written and verbal communication skills.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
