This exempt role emphasizes independence, professional judgment, and collaboration with underwriters, attorneys, and credit analysts to support debt management and accurate financial reporting for Greensboro.

Qualifications

  • Bachelor's Degree and 24 hours of accounting coursework.
  • OR an Associate's Degree in Accounting and at least 7 years of related governmental accounting experience.
  • 4+ years of related accounting experience (advanced accounting or financial reporting).
  • Certified Local Government Finance Officer (Certificate required within three years).
  • Proficient with Microsoft Office Products.

Responsibilities

  • Analyze complex financial data and prepare reports on the City's financial condition.
  • Prepare financial statements and ad hoc financial and budgetary reports for management and stakeholders.
  • Manage the City's debt issuance process and coordinate with LGС and partners.
  • Research credit rating criteria and prepare materials for rating agency presentations.

The City of Greensboro Finance Department is seeking an analytical, independent, and highly skilled Financial Analyst to join the Financial Reporting Division. This position plays a key role in analyzing complex financial information, preparing financial reports, supporting debt management and issuance, and providing reliable financial data to City leadership, citizens, investors, credit analysts, and other stakeholders.

About the Finance Department — Financial Reporting Division:

The Finance Department supports the City’s financial health through responsible financial management, reporting, analysis, and stewardship of public resources. Within the Financial Reporting Division, this position contributes to the City's annual financial reporting, debt management, financial analysis, and communications with professional stakeholders. The role combines technical accounting knowledge, financial analysis, project coordination, and professional judgment to support the City's financial transparency and long‑term fiscal management.

Compensation and Benefits:

Estimated Hiring Salary Range: $68,154.00 - $89,676.00Full Salary Range: $68,154.00 - $121,959.00 Annually

About the Role:

As a Financial Analyst, you will analyze complex financial data and prepare financial statements, reports, and specialized analyses that meet the informational needs of management and external stakeholders. The position requires a high degree of independence, professional judgment, and the ability to communicate complex financial information to professional audiences. This position is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act.

Key responsibilities include:
  • Analyze complex financial data and prepare reports regarding the City's financial condition in accordance with applicable technical accounting standards.
  • Prepare financial statements and ad hoc financial and budgetary reports for management and other stakeholders.
  • Provide inter‑departmental financial and budgetary guidance supported by appropriate research and analysis.
  • Manage the City's debt issuance process, coordinating document review and execution and communicating with the Local Government Commission and professional partners, including underwriters, attorneys, and credit analysts.
  • Research credit rating criteria and prepare materials for credit rating agency presentations and rating calls.
  • Develop and maintain a debt cataloging strategy to capture essential information for effective debt management.
  • Lead staff planning meetings related to the back‑office administration of debt transactions.
  • Serve as the primary contact with the Internal Revenue Service (IRS) regarding bond‑related audits, as necessary.
  • Research and develop a post‑issuance bond compliance program designed to help maintain the tax‑exempt status of the City's bonds.
  • Prepare assigned fund statements and note disclosures for the Comprehensive Financial Report (ACFR).
  • Coordinate the compilation and production of the ACFR
  • Communicate extensively with external users of City financial information, particularly professional and financial stakeholders.
  • Supervise one professional‑level Accountant responsible for the City's bank reconciliation process.
  • Understand the bank reconciliation process and identify improvements, solutions, and opportunities for greater efficiency.
  • Perform special financial reporting, analytical, and other projects as assigned.

Minimum Qualifications:

  • Progressive work experience or specialized training in governmental accounting principles or related experience
  • Experience with NC State Statutes and implementing Governmental Accounting Standards Board (GASB) Pronouncements
  • Prior experience with budgets, analyzing variances, and forecasting techniques

NC Government Finance Officers' Association Certificate is renewable every 5 years, with completion of required CE hours.
