The College of Arts andSciences is the largest academic unit at Indiana University(IU) Bloomington. It is composed of 40 plus departments, 50 plusCenters, Programs, and Institutes, while also including theEskenazi School of Art, Architecture and Design, the Hamilton LugarSchool of Global and International Studies, and The Media School.Faculty in the College teach over 50 percent of the IndianaUniversity Bloomington credit hours and the College occupies about1.3 million square feet of space in 80 plus buildings on theBloomington campus.
Job Summary
Department-Specific Responsibilities
- Collaborates with the Assistant Director of Auxiliary Services,and is responsible for managing auxiliary activity within theCollege of Arts and Sciences and serves as a resource for financialauxiliary oversight.
- Performs bi-annual rate reviews for units, reviews, andapproves auxiliary transactions, maintains compliance according torecharge accounting policy, and serves as the departmentalauxiliary liaison with the College of Arts and Sciences (TheCollege) and other administrative and service units as it relatesto auxiliary activity.
- Serves as fiscal officer delegate for The College auxiliaryaccounts and oversees auxiliary activity for assigned facilities,monitors and coordinates activities with the facilities directors,and works with The College Assistant Director for Auxiliaries toimplement and monitor financial practices, and provides reportingto Recharge Accounting.
- Monitors expenditures and income to ensure financial stabilityis accurately evaluated, initiates requests for new revenueproducing activities, and updates for on-going activities asappropriate.
- Stays up to date on federal guidelines as they apply torecharge accounting and federal fund expenditures.
- Meets regularly with auxiliary directors and managers toreview, analyze, and advise on the status of their accounts andestablish projected goals, ensuring managers are trained inoperating policies and procedures following IU guidelines, andcomplying with federal regulations.
- Formulates, affects, interprets, and implements managementpolicies and operating practices related to the auxiliary facilityoperations.
- Analyzes internal processes, recommends, develops, andimplements departmental procedural or policy changes to improve andensure operational efficiency, effectiveness, and quality customerservice.
- Performs monthly, quarterly, and annual reporting and analysison various departmental accounts, assembles and providesstatistical data and ad hoc reporting to the department financialleaders, and outside agencies as requested for completing reportsand surveys.
- Applies knowledge to accepted procedures and standards,performs financial and administrative tasks related to managing thedaily and long-term financial and/or administrative operations forresearch laboratory services, research support services, or studentand public facing enterprise or recharge organizations within aschool or college.
- Makes recommendations on policies and guidelines fordivision/department activities.
- Monitors closely all expenditures and revenue generation toensure regulatory compliance and fiscal integrity.
- Manages auxiliary recharge and enterprise accounts andcomprehends the basics of other account types and purposes.
- Develops, plans, and makes recommendations on special projects,which may include space allocations, staffing, equipment purchases,and long-range plans.
- Prepares operating and project budget drafts. Regularlyexplains financial concepts to non-financial employees.
- Monitors division/departmental budgets and resolves orrecommends resolutions for any significant deviations from approvedbudgets.
- Provides guidance to lower-level employees withindepartments.
General Responsibilities
- Performs detailed periodic fiscal analysis of incomestatements, balance sheets, and cash flows and compiles trends toguide financial decisions.
- Provides specialized financial analysis support using measuressuch as past financial performance, economic conditions, price,yield, stability, and investment risk.
- Interprets fiscal policies and acts as a resource todepartment; may provide guidance to lower-level employees.
- May serve as fiscal delegate for department accounts.
- Presents findings using tools such as spreadsheets, charts,graphs, and technical reports.
- Verifies accuracy of data and makes recommendations forcorrections.
Qualifications
Combinations of related education and experience may beconsidered. Education beyond the minimum required may besubstituted for work experience. Work experience beyond the minimumrequired may be substituted for education.
EDUCATION
Required
- Bachelor's degree in accounting, finance, or relatedfield.
WORK EXPERIENCE
Required
- 2 years in finance, financial administration, accounting, orrelated field.
Preferred
- Experience in a higher education environment.
- Fiscal or accounting experience.
- Experience with auxiliaries and accrual accounting.
LICENSES AND CERTIFICATES
Preferred
- Certified Public Accountant (CPA) certification upon date ofhire.

- Possesses intermediate accounting skills; ability to spotobvious errors; ability to develop a budget and financialforecasts.

- Ability to clearly present material and make it accessible to avariety of audiences.
- Ability to interpret financial documents from an accounting,policy, and practice perspective.
- Knowledge of IU policies, procedures, and systems, includingknowledge and experience with KFS, KC, HRMS, Chrome River, IUIE,CORT, Buy.IU and Emburse.
- Strong analytical skills.
- Attention to detail, the ability to set priorities, andexcellent problem-solving skills are critical.

Working Conditions / Demands
This role requires the ability to effectively communicate and tooperate a computer and other standard office productivityequipment. The position involves sedentary work as well as periodsof time moving around an office environment and the campus. Theperson in this role must be able to perform the essential functionswith or without an accommodation.
