Job summary

The City of Carlsbad is seeking a Finance Manager to plan, organize, and manage the citywide budget process under the Finance Director. The role coordinates the operating budget, digital transformation investments, and the capital program, delivering required budget documents and reports.

The position supports a dynamic finance department, provides staff training and policy guidance, and leads a team in budget development, forecasting, and fiscal analysis to sustain City services and growth.

Qualifications

• Bachelor's degree in accounting, finance, economics, public administration or related field required.
• 3–5 years of professional-level experience in a large accounting or finance department.
• One to two years of supervisory experience preferred.

Responsibilities

• Draft staff reports communicating budget information in clear, reader-friendly ways.
• Oversee citywide budget process including operating, capital, and investment programs.
• Collaborate with departments to review budget proposals and financial forecasts.
• Develop and monitor the 10-year financial forecast and related revenue/expenditure projections.
• Present budget updates and staff proposals to City Council.
