Job summary

The Housing Authority of the County of San Bernardino is seeking a Finance Manager to plan, coordinate, and oversee daily accounting, payroll, and fiscal operations across housing programs. The role ensures accuracy and timeliness of financial reporting, audits, and HUD submissions.

Under the Director of Business Services, you will manage staff, lead the annual budget process, and produce monthly financial statements.

Qualifications

• Bachelor’s Degree in Accounting with substantial accounting coursework preferred.
• Five+ years of progressive fiscal management experience, including supervisory roles.
• Public housing or government accounting experience preferred.

Responsibilities

• Oversee daily activities of Finance staff in general accounting, accounts payable, payroll, and related fiscal operations for HACSB programs.
• Ensure HUD submissions (VMS, PMCs, FDS/REAC) are accurate and on time.
• Lead annual budget preparation, subsidy requests, and funding activities for assigned programs.
• Prepare monthly financial statements and other complex accounting reports.
• Provide guidance on accounting and budgetary matters across departments.
